Job summary

This post is located within UKHSA's Global Health Protection directorate, led by the Director of Global Health Protection directorate. Global Health Protection directorate supports the delivery of UKHSA's Global Health Strategy. It provides a corporate service to UKHSA supporting the oversight, coordination and delivery of UKHSA's international activity and working with UK government departments and other UK partners to build and strengthen international public health links. The division also maintains its own extensive portfolio of global health programs and projects, focusing on technical capacity building and health system strengthening in partner countries.

The post holder will work within the UK Overseas Territories (UKOTs) Programme at UKHSA. The programme, which is funded by Foreign and Commonwealth Development Office FCDO through Integrated Security Fund (ISF) Governance Program, aims to strengthen health security and health systems in the UKOTs, by providing technical expertise and support over the wide Public Health field, from Health Protection to Health Promotion and Health Intelligence, both for communicable, non-communicable disease and other hazards.

Main duties of the job

The purpose of the role is to provide public health advice, support, evidence and intelligence to UK Overseas Territories to drive improvements in health outcomes and reduction in health inequalities across the population based on evidence and cost-effectiveness. The post holder will provide public health technical and project management support to the UKOTs Health Improvement team.

Job responsibilities

As part of activity to strengthen the public health systems in the UKOTs, the post holder will be responsible for providing technical public health expertise and support, primarily in the field of health improvement. The post holder will engage and influence a broad range of internal and external stakeholders, including those within partner organisations to understand the population health needs as well as the capacity and support needs of the public health teams in the UKOTs.

The role will require work with senior leaders and teams across UKHSA and the UK health sector and includes supporting the following activities in the UKOTs:

  • Development of health improvement and Non-communicable Disease strategies and policies
  • Initiatives to reduce smoking prevalence and support smoking cessation service provision
  • Designing and conducting small research projects
  • Stakeholder management
  • Public health evidence-based practice to improve local population health
  • Analysis and interpretation of complex national public health data and local intelligence
  • Support UKOTs in their delivery of health improvement policies and interventions

Main responsibilities:

  • Providing specialist and expert public health and health improvement advice, information and technical support to a range of external stakeholders; nurturing key relationships, developing, and maintaining a range of expert networks internally and externally, including input to international networks, in order to make best use of available resource and expertise across the system and to support collaborative working.
  • Provide in-depth analysis, interpretation of public health information and effectiveness of interventions and programmes.
  • Identifying good practice in health improvement and assessing its application to UKOT contexts.
  • Researching, data analysis, preparing and delivery of a range of public health reports, presentations and support materials to highlight issues, risks and support decision making.
  • Monitoring and using outcome data to monitor health and wellbeing indicators and emerging trends.
  • Supporting delivery of and reporting on the UKOT NCDs work plan including the management of a range of projects and initiatives.
  • Organising and coordinating events and meetings to share evidence, best practice and intelligence.
