Job summary

This post will be based in the All Hazards Public Health Response Division within the Health Equity and Clinical Governance Directorate in Chief Medical Advisor Group.

The postholder will be responsible for professional pharmaceutical advice and leadership to the All Hazards Public Health Response Division. This includes the Senior Medical Advisors (SMAs) and Evidence and Guidance teams, working as part of their incident response function, supporting their input to global health security and for relevant aspects of clinical response relating to public health clinical response and medical countermeasures across UKHSA, DHSC and other partners and stakeholders.

The postholder will work closely with colleagues across UKHSA, especially with pharmacists and policy and commercial colleagues. They will also work closely with pharmacists across government, partner organisations and agencies.

Main duties of the job

The Clinical Response Pharmacist will work alongside a team of senior medical and public health staff to provide professional pharmaceutical advice and leadership, with strong support across the UKHSA pharmacist professional network.

Job description

Job responsibilities

Communication

  1. Advise the Deputy Director and other colleagues in All Hazards Public Health Response on all pharmaceutical matters related to core clinical response business deliverables, including global health security and incident response
  2. Oversee the preparation of high-level communications (e.g. briefing papers, discussion andoption papers etc.) to the relevant UKHSA and DHSC led Medical Counter Measures Stockpile Groups.
  3. Contribute to addressing UKHSAs priorities in relation to CBRN medical countermeasures to mitigate potential risk to health in collaboration with relevant health and care partners
  4. Work with communication colleagues in the development and implementation of national roll-out of relevant guidance
  5. Commission and coordinate work as required
  6. Lead response to internal and external enquiries relating to the topic area
  7. Foster effective high-level and operational relationships with key national stakeholders and Devolved Administration colleagues
  8. Lead the development of UKHSA publications such as reports, guidelines, toolkits etc. and take responsibility for their dissemination and implementation
  9. Undertake all assigned work in accordance with UKHSA risk management systems, policies and procedures
  10. Communicating changes in laws, regulations or best practices that may impact the use of Medical Counter Measures to the relevant stakeholders
  11. Supporting communication and resolution of incidents related to MCMs where relevant

Workstream

  1. Provide professional pharmaceutical leadership and advice for the All Hazards Public HealthResponse division on delivery of its responsibilities and programmes including:a. pharmaceutical leadership, advice and input to evidence reviews as appropriate.b. pharmaceutical leadership and input to the development and review of clinicalguidance (planned and during incident response) and publications
  2. Provide expert pharmaceutical advice on products to stockpile, storagerequirements and deployment times.
  3. Provide clinical response and pharmaceutical professional leadership to the UK StockpileDevelopment Group and other governance mechanisms led by All Hazards Public Health Response
  4. Provide advice and recommendations on stockpiling (eg products themselves, storage, shelf life, labelling requirements, deployment issues) to UKHSA's Operating processes
  5. Ensure appropriate mechanisms and up to date documentation are in place e.g. Protocols and Patient Group Directions(PGDs), and lead on the development, review and quality assurance of PGDs and protocols, adhering to the UKHSA PGD and Medicines Governance policies and operationalisation
  6. Liaise with the Lead Pharmacist for Medicines Governance on Medicines Governance andPGD policies and procedures
  7. Provide expert advice towards external consultations related to areas of responsibility
  8. Support incident response, focusing on advice and guidance, from a professional pharmaceutical perspective.
  9. Support the AHPHR deliverables on global health security
  10. Oversee the formulation of responses to Parliamentary Questions, and other externalenquiries, where pharmaceutical input is required.
  11. Participate in training and exercising including teaching and educational activities, developing and delivering training on medicines governance, compliance standards and safe medication practices in relation to MCMs.
  12. Participate in or lead relevant AHPHR and wider audits and other quality improvement work.
