INTRODUCTION

JOB SUMMARY

Responsibility for the clinical delivery and development of the Occupational Health (OH) aspects of OH service. Working in collaboration with senior UKHSA colleagues, to ensure the provision of a comprehensive high quality OH service to all UKHSA staff in order to support the business objectives of UKHSA. The service is SEQOHS accredited.

Responsibility for managing and involvement in: education & training, governance, work-stream development, clinical audit & health surveillance programs and any research required.

Main duties of the job

Key components of the job will include:

  • Understanding the OH needs of UKHSA in a complex work environment, in line with national and international standards.
  • Communicating effectively with all OH stakeholders, seeking and receiving regular feedback. Working closely with the UKHSA employee Health and Wellbeing (HWB) team to ensure a streamlined staff HWB offer.
  • Managing Senior OH Advisors who provide an excellent case management service, facilitating early return to work and adjustments to support staff remaining at work (wherever possible and appropriate).
  • Leading a clinical team to maintain quality and continue to achieve the Safe Effective Quality Occupational Heath(SEQOHS) accreditation.
  • Lead on the clinical education & competency, development & training of OH staff.

MAIN DUTIES AND RESPONSIBILITIES

Responsibility for Service Provision

1. Lead the clinical development of an effective and efficient occupational health service in support of current and future workforce demands in a complex and evolving work environment.

2. Provide expert advice and guidance to staff, line managers and human resource specialists.

3. Plan, develop, implement and review clinical systems and processes (including SOPs) to ensure that all OH services are appropriately and effectively delivered and evaluated in accordance with best practice and wider UKHSA policies. Lead on OH record systems clinical delivery and development

4. Develop, implement and review operational plans for protection and health surveillance of staff in compliance with legislative requirements

5. Develop, interpret, report and act on management information in the spirit of quality assurance & improvement. Deliver, maintain and develop standards and indicators on clinical aspects.

6. Contribute to achieving and maintaining SEQOHS accreditation for the OH service and support the development a culture of continuous quality improvement.

Governance

1. Contribute to the development, maintenance and review of systems and processes to establish & maintain effective communication alongside relevant confidentiality

2. Develop and maintain systems and processes to continually monitor delivery standards, e.g. identifying risks; clinical audit. Prepare and implement action plans to improve quality of services.

3. Respond timely and appropriately to risk alerts, concerns and complaints, undertaking investigation reports including root cause analysis. Develop corrective action plans where appropriate.

4. Ensure compliance with all relevant legislation, professional guidance, UKHSA policies, procedures and guidelines. Take appropriate action if practice appears to contravene policy or negatively impact on patient (employee) safety or care.

Managerial / Leadership

1. Develop and maintain a credible and engaged professional occupational health team.

2. Contribute to the development and annual review of occupational health strategy and service delivery.

3. Identify, source and review the appropriate clinical skill mix

4. Propose, set and deliver challenging clinical indicators for service delivery.

5. Fairly, effectively, and robustly line manage clinical staff in OH (as per OH organogram) and in accordance with the UKHSA policies and procedures.

6. Develop and maintain systems & processes to ensure that work is appropriately planned, prioritised and allocated.

7. Demonstrate the UKHSA values in your own behaviour on a daily basis, to enhance the team dynamics and wellbeing of OH staff

Professional Development

1. Keep professionally up to date - especially regarding new and emerging legislation, guidance and ethical practice of occupational health in the areas most relevant to UKHSA.

2. Be responsible for your own learning and development; recognising and taking advantage of all opportunities to learn and maintain a professional / personal portfolio. Lead and participate in appraisal, revalidation, clinical supervision and mentoring/development of more junior staff.

3. Develop and maintain systems and processes to ensure that OH teams clinical learning needs are identified and met. Ensure that learning is planned, implemented, evaluated and shared in order to develop and improve services.

4. Develop and maintain a professional network of sources of expert advice for the complex and changing OH needs of UKHSA
