The Senior Product Manager will lead one or two of our multi-disciplinary delivery squads, reporting to the Lead Product Manager. As an expert in problem management, they will lead delivery squad(s) and broader stakeholders to define problems and achieve senior buy-in to problem definition and Agile/UCD approaches to solution definition.

The Senior Product Manager will be responsible for defining the vision and roadmap to lead their team through each part of the product life-cycle. Using their understanding of the strategic vision across UKHSA they will translate this to provide strategic direction for their projects and ensure they are aligned with corporate objectives. The Senior Product Manager is an expert in Agile working, who will coach and challenge the team to deliver solutions and encourage them to innovate ways of working to achieve the right outcomes.

The Senior Product Manager will use their expertise in user-centredness to champion the user experience vision when working with teams across the agency in order to demonstrate the value of a UCD approach. The Senior Product Manager will create strategic direction and vision for their squad in line with the broader organisational landscape and create the right conditions for them to deliver meaningful solutions to UKHSA priority problems.

Main duties of the job

  1. Lead a multi-disciplinary delivery squad(s) to provide user-centered product and design leadership on the development and delivery of UKHSA services and products.
  2. Scope discovery and alpha initiatives working with stakeholders across the organisation; gain senior stakeholder buy-in to delivery objectives through understanding needs, priorities and constraints of internal and external stakeholders and the broader strategic landscape.
  3. Champion a problem-focused, user-centric approach within the team and across UKHSA; apply meaningful challenge to deliver improvements in ways of working within teams and on wider initiatives as well as building problem-solving capabilities in others.
  4. Collaboratively develop roadmaps for product/service improvement activity, prioritise backlogs, writing good user stories and making decisions based on evidence and value for money; developing/commissioning evidence to support decision-making.
  5. Develop an expert understanding of user needs, championing user needs across the business, creating a vision and roadmap that is compelling to your users, team and stakeholders.

The UCD team draws together experts in design and delivery with a shared mission to create an organisation that puts an understanding of users, their needs, and experiences at the heart of policy making, and service and product design and delivery, to improve organisational performance.

To achieve our mission, the UCD team will:

  • Influence Advocate for user-centredness. Building awareness and understanding of UCD principles and practices across UKHSA, actively influencing decision makers to apply UCD standards and practicestopolicy making and service and product design and delivery.
  • Enable Grow the UCD profession and give all staff the tools they need to embody user-centricity; providing a place for expert UCD capability to flourish, and the tools, guidance and frameworks needed toenable all staff to build UCD knowledge and skills.
  • Deliver Deploy our expert capability to help the organisation to solve problems and improve products and services by bring a problem-focused user-centric approach to transformation initiatives.

As Senior Product Manager you will provide leadership to one or two delivery squads designing and delivering user-centric services, working collaboratively with teams across the agency to help shape service design, improve public health outcomes and health equity. Our delivery squads take on a varied portfolio of work, with much of our input being focused on the discovery and alpha stage. The squads have a broad understanding of the existing and developing digital landscape across UKHSA and play an important role in ensuring user needs are central to the development of services.
