Main duties of the job
The Emergency Preparedness Manager (EPM) is an expert in health emergency preparedness and resilience for adverse weather and health conditions. The EPM advises and supports the UKHSA Extreme Events and Health Protection team. You will be working with the Centre for Climate and Health Security (CCHS), Extreme Events and Health Protection (EEHP) and The Adverse Weather and Health Plan (AWHP)
The CCHS is a UKHSA initiative that offers scientific advice and support to partners at local, national and international levels. The CCHS is a UKHSA initiative that offers scientific advice and support to partners at local, national and international levels
The EEHP team is part of the CCHS and focuses on the UKHSA's national health security work for adverse weather events. The EEHP team covers climate change adaptation and health system resilience.
The AWHP addresses both long-term prevention and emergency response to health impacts of extreme weather events in England.

Job responsibilities
Duties undertaken in close liaison and with the support/assistance of other EPMs:
- Strategically develop, manage and provide an expert and high-quality specialist EPRR and business continuity advice function for the EEHP.
- Lead in the development of guidance for UKHSA EPRR strategies and Standard Operating Procedures for the EEHP, in compliance with UKHSAs status as a Category 1 responder under the Civil Contingencies Act.
- Where appropriate lead and manage the Emergency Preparedness Administrator(s) in the team.
- Ensure the EEHP resilience by providing strategic direction in the development and coordination of the organisations emergency preparedness and planning arrangements.
- Ensure the EEHP business continuity plans and tools are in place and tested regularly.
- Actively contribute to and sustain the formulation of EEHP policies and strategies, contingency guidance and plans, through liaison with the emergency services, the military, Other Government Departments (OGDs), LAs, other responsible agencies e.g., public utilities, voluntary agencies, industry and commercial organisations.
- Manage the development and maintenance of all emergency plans, working with colleagues to ensure that there is a consistent and coordinated system of response.
- Ensure that plans and response systems are tested and exercised and to contribute and when appropriate design such exercises. Assess the strategic importance and ensure UKHSA involvement in national and regional multi-agency exercises.
- Ensure all emergency preparedness activities in their area of responsibility are audited in a way consistent with UKHSAs status as a Category 1 responder with respect to the CCA.
- Support the internal response arrangements during major incidents and business continuity disruptions particularly at a regional level.
- Support the Regional Centres in their contribution to the Local Resilience Fora and Local Health Resilience Partnerships and to represent UKHSA - if requested - which may require taking forward of specific areas of work and participation in sub-groups as necessary, taking part in local risk assessment discussions.
- Maintain an upward briefing and co-ordination system, ensuring the provision of strategic, tactical and operational support to a UKHSA response at which the EEHP is involved.
- Support the training of staff on emergency preparedness and business continuity, on topics that involve adverse weather and health
- Support the national/regional review of major incidents and UKHSA involvement in exercises. Assist in design, development and co-ordination of constructive debriefs for major incidents, dissemination of lessons identified and recommendations for future best practice.
- Contribute to the preparedness for and response to major incidents and emergencies, as defined in the UKHSA Concept of Operations, as required.

- Demonstrated experience of co-ordinating projects in complex and challenging environment
- Experience of drafting briefing papers and correspondence at SMT level with the ability to prepare and produce communications for dissemination to senior stakeholder
- Ability to work independently and as part of a team, while being able to maintain good working relationships with people from a wide variety of backgrounds
- Experience of setting up and implementing internal processes and procedures and creating and giving presentations to a varied group of stakeholders
