The job holder will be required to carry out the following responsibilities, activities and duties:
Specific duties will vary depending on current focuses, but examples of these will include:
- Continually develop EEF quality and health and safety management systems in compliance with ISO 9001 and OHSAS 45001, and broader UKHSA policy.
- Manage a quality and health and safety audit programme for the department.
- Liaise with regulatory bodies and other external parties for routine audits.
- Oversee rectification of non-conformances in relation to the site quality system.
- Maintain a process for audit pertaining to all statutory aspects of the engineering function.
- Act as the custodian of department risk register, ensuring the register is up to date, shared with appropriate UKHSA stakeholders which include measures to manage risk.
- Liaise with key stakeholders within the department to identify and manage these risks.
- Oversee training requirements for the department, in relation to quality management, health and safety and risk management.
- Support and advise the department as necessary on all quality, health and safety and risk related matters.
- Review accident and incident statistics; identify trends and recommend preventive and corrective action. Accountable for the notification of classified major injuries, dangerous occurrences, and reportable occupational diseases to the relevant enforcing authorities.
- Develop, lead, and motivate a team, and ensure consistent and optimum performance of their duties.
- Support in the compilation of management reports and contribute in relation to performance statistics pertaining to quality, health and safety and risk management.
- Escalate risk to UKHSA stakeholders as required and support in writing business cases for remedial action including cost benefit analysis.

Essential Criteria:
It is important through your application and Statement of Suitability of 1500 words that you give evidence and examples of proven experience of each of the following criteria:
Essential
- A Bachelors degree or HND in Engineering or other relevant subject or have proven significant experience within a similar managerial or supervisory role within an engineering environment
- Demonstrable experience in similar senior QA/compliance role
- Proven ability to lead and motivate teams and understanding of risk management approaches, methods, and tools
- Experience in developing management systems and associated processes and procedures and knowledge of ISO 9001 and 45001 and legislative requirements
- Risk-based prioritisation and ability to multi-task effectively, delegating where appropriate and Auditing and analytical skills
- Interpersonal skills and a service provision mind set, who is comfortable with auditors, third party operators and external verifiers and regulators.
Desirable
- National Examination Board in Occupational Safety and Health (NEBOSH)
- Chartered Quality Institute/International Register of Certified Auditors (CQA/IRCA) membership or approved certification
- Demonstrable experience in the public sector and good understanding of compliance and regulatory requirements associated with the public sector.
- Understanding of maintenance and engineering installations, their operation and maintenance and associated health and safety requirements.
Selection process details
STAGE 1 - APPLICATION & SIFT:

STAGE 2 INTERVIEW
This competition will involve an in-person interview

Security clearance level requirement
This role will require full UK security clearance and you should have resided in the UK for the past 5 years. Successful candidates must meet the security requirements before they can be appointed.

For existing Civil Servants and roles advertised across government, the rules of transfer apply, i.e., level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive a 10% increase.
