The International Health Regulation (IHR) Strengthening Project

This project is funded by UK Aid and is managed and delivered by UKHSA. It aims to establish a portfolio of tailored technical support for selected countries and regions, in order to improve compliance with the WHO International Health Regulations, which are a set of legally binding regulations aimed at strengthening national public health structures and global health security. We work in partnership with national public health institutions and ministries and at a regional level with regional bodies such as Africa CDC and EMPHNET as well as regional WHO.

Project activities across Nigeria, Ethiopia, Zambia, Pakistan, and associated regions (in Africa, Eastern Mediterranean and Asia) are closely aligned and supportive of country priorities for health system improvement and based on the specific IHR strengthening needs and ask of partner countries and regions.

The IHR Strengthening Project has a triple mandate:

  1. Build technical capability
  2. Develop sustainable public health systems
  3. Strengthen leadership

Main duties of the job

This post will be undertaken as part of the infectious disease strengthening element of the IHR project within the Global Operations department, who within the Health Protection Operations Directorate, manage the IHR project. The post will also involve close collaboration with the Science Group. The main duties and responsibilities include:

  • Working closely with the Consultant Microbiologist allocated to the IHR project the post holder will provide technical input and support to the main reference laboratory in partner countries to strengthen and build capacity in microbiological and virological diagnosis
  • The post holder will work with in-country colleagues to develop their capacity in laboratory governance; laboratory workflow design, development of External Quality Assurance (EQA) schemes; standardised operating procedure (SOP) production, review, and management; biosafety training and planning; laboratory data management, including its utility for public health use; and laboratory staff training and development
  • Help support the country partner laboratory teams in developing and implementing newly established governance for workflows and SOPs

  • Relevant post graduate degree or equivalent in a relevant subject (i.e. MSc in Microbiology / Virology / Molecular Biology)
  • Extensive knowledge and experience working in clinical diagnostic microbiology laboratories or equivalent experience from diagnostic support/development laboratories
  • In depth working knowledge and competency in molecular diagnostic techniques (qPCR etc.), bacteriology, and serological methods (e.g. ELISA) and knowledge of Laboratory Health and Safety arrangements including high containment (BSL3 minimum)
  • An understanding of laboratory quality management and assurance procedures.
  • Experience of designing and delivering training modules including training more junior staff.
  • Adept at problem solving through analysis of complex facts and situations to deliver solutions to practical problems in laboratory workflows and workloads
