Working Pattern - Full Time / Flexible Working / Hybrid Working

Grade & Salary - Grade 7. National banding -£51,824- £61,414 per annum. Outer London -£53,812- £63,252 per annum. Inner London - £55,799- £65,089 per annum.

New entrants to the Civil Service are expected to start on the minimum of the pay band.

Main duties of the job

  • Act as the principal point of contact on ITSCM topics for the whole of UKHSA by building relationships with all stakeholders.
  • Lead the ITSCM community to ensure successful delivery of targets by:
    • Managing the governance around ITSCM
    • Actively supporting & training the community on ITSCM framework
    • Monitoring/challenging UKHSA Suppliers (external and internal) on their progress & status
    • Consolidate reporting's and represent ITSCM in the different governance bodies.
  • Actively push and follow-up initiatives pertaining to the automation/efficiency of activities and agility.
  • Work in close collaboration with Major Incident Management teams and Business Continuity Management teams
  • Support new projects/initiatives pertaining to IT continuity
  • The post will be making recommendations to EPRR and Business Continuity Teams round incident response procedures and Command & Control approaches, including escalation protocol and communication mechanism
  • Evaluate and scoring existing and potential vendors and service providers to assess their BCPs and testing mechanisms and where necessary, advising Procurement and Product Managers of any concerns or commendations
  • There is an expectation that the role will work across business functions to input into strategic planning and priority setting, and relevant capital investments that are required to mature business continuity planning
  • Options appraisal thought leadership around backup and recovery principles, cloud hosting services

About us

An opportunity has arisen for an IT Service Continuity Manager working within the Technology Services area of UKHSA

The ITSCM will be responsible for establishing and maintaining the Service Continuity strategy and plans for infrastructure and core business services. The role is critical to the smooth running and maturity of the organisation. The role will be front and centre of establishing plans that can be leaned into during a major disruption.

As the primary IT Service Continuity Manager for the entire agency, you will be enterprising in your approach in supporting the wider business in their understanding of Business Impact Analysis '(BIAs), and will work closely in steering stakeholders in establishing recovery time objectives (RTOs) and recovery point objectives (RPOs). This baselining of information will then feed into steering the business to establish procedures and plans for service recovery.

The role will work closely with a selected managed service vendor, who provide expertise on a number of ITSM disciplines and whom also run the IT Service Desk function. The role has no direct reports and will work as part of a small, skilled, client-side team.

  • Responsible for providing minimum agreed service levels in cases of disaster, by reducing the risk to an acceptable level and planning for the recovery of IT services.
  • Responsible for production of agreed Business Continuity plans and remedial action for Service Continuity
  • Responsible for Management of risks that could seriously impact IT services and mitigate with Service Continuity planning.
  • Maintaining service availability and performance at the highest possible levels before, during, and after incidents
  • Planning for incident prevention, prediction, and management
  • Establish effective, standardized processes for incident management, to enable service continuity.
  • Provision of Service continuity management in line with ITIL practice
  • Providing SME advice during the service transition/acceptance into service of new services
  • Experience in planning and conducting regular testing (including desktop exercises) and training
  • Whereas the role has no direct reports, there will a need for leadership in that the individual will lead and guide teams during crisis situations and to steer terms around executing business continuity plans
  • Expertise in vendor engagement and service providers and their commitment to continuity maturity
  • Highly skilled in influencing stakeholders, within Technology and outside Technology, on the criticality of established Command and Control and Incident Response Plans
  • Awareness of the principles of the Civil Contingencies Act and how that governs the nature of the IT Service Continuity maturity

  • Relevant qualifications, skills, and experience in Service Continuity Management
  • Experience in developing Business Continuity plans, including IT Service Continuity Plans
  • Awareness of EPRR and relevant IRP principles
  • Ideally experience in working in a ITIL environment
  • ITIL Foundation Certificate (minimum) desirable
  • Experienced in stakeholder engagement and communication, at all levels
