The post holder is the senior scientific lead forwithin the Centre for Climate and Health Security, as part of the 'hub and spoke' model of the centre. The postholder will be line managed under the UKHSA RCE Environmental Epidemiology Unit (EEU) and will be expected to work seamlessly across both areas of UKHSA to achieve the objectives of the CCHS. Main duties of the job

1) To lead the development of existing public health surveillance systems for the metrics workstream within CCHS and enhance the quality of data collected and disseminated.

2) To provide specialist scientific advice to RCE Teams for the planning and development, implementation and monitoring of outbreaks and incidents.

3) To lead the interpretation of routine surveillance reports.

4) To develop processes for streamlining the analysis of surveillance data and production of outputs.

Research and Development

5) To prepare bids for external funding for research projects including international collaborations.

6) To write and publish results of research in peer-review journals and present these papers at national and international meetings.

Operational support including incident and outbreak investigations

7) To participate in the investigation of outbreaks of respiratory viral infections and vaccine preventable diseases in England.

Teaching and training

To contribute to teaching and training programmes for medical, scientific, nursing, pharmacy and other professional groups, in training and qualified, in PHE, the NHS, and other organisations including:

Job responsibilities

The post holder will be responsible for the overall coordination of the Metrics Workstream within the Centre for Climate and Health Security (CCHS) and share responsibility for strategic management of the Chemical and Environmental Effects (CEE) Department as a member of the management team. The post holder will also take lead roles in maintaining and improving public health surveillance systems.

They will also lead on the ongoing development and improvements to the national surveillance system. They will be involved in the management of information concerning public health surveillance of non-communicable and communicable disease related to climate change and associated hazards, and technology tools appropriate for implementing such management arrangements, in coordination with the UKHSA national Surveillance Steering Group. They will take responsibility for and implement Information Governance. This will involve managing the information and support function of the area as well as having overall responsibility for all Information Management and Technology (IM&T) and network administration, maintenance and development.

They will work closely with UKHSA Data Analytics and Surveillance Group including Data Operations, Statistics Unit and Software Development Unit, as well as Geospatial Unit, to deliver Climate Metrics services that correspond to the organisations IM&T strategy as required by UKHSA Centre for Climate & Health Security.

The post holder will undertake national and international duties relating to protection from public health impacts of climate change and acting as a national representative on metrics, to support the work of UKHSA at high level meetings. Also, advising national and international groups on data regarding effects of climate change on health. Develop and advise on the implementation of health protection measures and policies.

The postholder will ensure that the CCHS Metrics workstreams work plan is executed and will manage complex scientific research or health protection projects within these designated areas of expertise. The postholder will ensure that the Units work is undertaken within the specified budget and will be responsible for delegated project and operational budgets.

The post holder will need to liaise with professional scientific and administrative staff in a number of organisations and will need good interpersonal skills, the ability to work in a team and a willingness to travel to different locations across the UK and internationally.
