Job summary

Reporting directly to the Head of Site Engineering and Security, the Engineer - Controls and Instrumentation is the technical expert responsible for communicating in simple terms how we are keeping our Control and Instrumentation (C&I) assets running and maintained. They will ensure safe and reliable availability of critical national infrastructure at a large and complex scientific research facility in Porton, Wiltshire. The nature of the position dictates that this position is site based.

There will be some stakeholders that will have different views, so having the ability to engage with and manage people at all levels will be key. Finally, you will be a member of a professional engineering institution ie. IET, IMechE etc, with or working towards a chartered status.

The Engineering Manager will develop excellent relationships around site with scientific stakeholders to ensure they are suitably assured that the critical assets and services on site are being adequately maintained in a timely fashion.

Main duties of the job

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Using C&I knowledge, translate difficult concepts for equipment into something that engineering staff would be able to understand.
  • Proactively manage asset risks and mitigations, developing the roadmap for current and future asset efficiencies.
  • Responsible for the management of IACS assets on site in accordance with ISO62443 or HSE OG86.
  • Building and inform Asset Lifecycle management strategies including the business cases.
  • Involvement in creating, understanding and improving technical standards and procedural end-to-end processes.
  • Maintain safety and compliance in the delivery of maintenance and engineering services and ensure health and safety requirements are clearly communicated and diligently applied.
  • Develop risk assessments and method statements as required.
  • Constantly assess risk through a process of recording and escalation
  • Support the Head of Site Engineering and Security in managing repairs ensuring site rules and protocols are complied with, assuring quality of work is an acceptable standard, and accepting operational responsibility from the contractor.
  • Ability to engage with and manage people at all levels will be key.

  • Engage in the coordination of technical and admin support activities including but not limited to, installation, repair, preventative maintenance, and equipment upgrades
  • Provide input to strategic decisions that affect the engineering equipment function in relation to projects and wider UKHSA developments
  • Oversee the implementation and maintenance of policies and procedures for designing/developing equipment and ensure they comply with UKHSA policies
  • Strategically improve equipment used within the department by analysing current performance levels and conducting extensive repairs on existing equipment

This will be followed by a question-and-answer segment. The presentation will be designed to assess each candidates experience in line with the requirements of the role.   • Degree in Engineering, Engineering Management or an equivalent qualification in the same or similar qualification in Mechanics or another subject relevant to the role (NVQ /C&G or HNC/ONC)
  • Member of a professional engineering institution IET, IMechE etc with or working towards a chartered status.
