Grade & Salary - Grade 7. National banding - £49,592 - £58,769 per annum. Outer London -£51,494- £60,528 per annum. Inner London - £53,396 - £62,286 per annum.
New entrants to the Civil Service are expected to start on the minimum of the pay band.
The internal roles rules apply to existing Civil Servants, i.e., level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
Main duties of the job
Working to the Head of Service Delivery, you will lead on ensuring that any changes (new, modified or retired) to the Engineering and Enablement live services meets the agreed expectations (according to the captured requirements) of the end users, conforms with the service design and is "ready" to be operated, managed, and supported in live service.
Minimising the risk to the users for new/changed services that are released. You will reduce resource stretch on platform and data engineering resources, with good early life support and knowledge management artefacts in place.
The role offers the opportunity to take a lead role in continual service improvement, identifying process optimisation opportunities with guidance and contribute to the implementation of proposed solutions. As such our ideal candidate can initiate and monitor actions to investigate patterns and trends to resolve problems. You can effectively consult specialists where required. You can determine the appropriate remedy and assist with its implementation. You can determine preventative measures and maintain focus on the entire life cycle of the service and ensure it's at the forefront of readiness activities. You can understand and communicate service benefits to end users and ensure that service focus is championed within your team and actively recommend its adoption.

We are looking for a Service Transition Manager within Engineering and Enablement Division that reports into the Data Operations Directorate. It's an exciting time to join as we seek to create leading Health Protection data capabilities that enable data scientists and data analysts to develop insights that inform public health decisions with resilience platforms and curated data assets. The role requires you to draw on your ITIL experience and knowledge to lead service transition activities to enable the delivery of the ingestion of a wide range of data assets, building acquisition, orchestration, data pipelines and curated data marts and data egresses. We are seeking to mature our advanced capabilities with standardised practices, machine learning and agility needed to pro-active detect and respond to new public health issues.

- Lead independent reviews and assurance of Engineering and Enablement teams plans to ensure that the transition activities have been included.
- Take the lead in setting appropriate expectations with delivery teams, Head of Service and Users for the performance and usage of new/changed Engineering and Enablement Services
- Capturing risks associated with transition into live and assuring that these risks are managed that enable Engineering and Enablement to deliver its commitments to UKHSA.
- Take the lead to ensure releases into live are supportable, ready to be supported, meet the Definition of Done in terms of the value expected from the change.
- Drive continuous improvements ensuring that the necessary Engineering & Enablement documentation and Knowledge Articles have been updated or created, to enable live service support.
- Assuring that any upstream or down-stream partners are aware of the impact or actions they need to take, as a result of Engineering and Enablement Transitions.
- Champion best practice and provide expert advice for colleagues involved in Change and Transition activities.
Essential Criteria
- ITIL ideally V4
- Experience of logging and reporting pragmatically
- Ability to troubleshoot and solve numerical and technical problems
- High attention to detail
- Excellent communication and facilitation skills evidenced through verbal and written means to a wide range of stakeholders
- Experience with Agile delivery
- Ability to coordinate and delegate tasks and monitor and manage progress
- Experience with supporting design of data models / data flows
- Analytical skill set with an ability to understand data requirements and support the development of data solutions
- Ability to use own judgement to make quick decisions
Desirable Criteria
- Experience with supporting design of data models / data flows
- Experience of working with JIRA (or Azure DevOps or similar tools) within an Agile/Scrum environment
- Experience/understanding of software and data lifecycle management
- Ability to work as part of a team to develop and deliver end-to-end data warehouse solutions
- Data engineering experience using Python, SQL, Spark and AWS
- Educated to degree level (not essential, experience is key). Relevant numerate, technical or computer science discipline would be an advantage.
