New entrants to the Civil Service are expected to start on the minimum of the pay band.

The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Main duties of the job

The Quality Systems Manager will report directly to the Lead Quality Assurance Manager to ensure the application of the quality systems.

The Quality Systems team has responsibility for managing and facilitating ISO 9001 compliance on the UKHSA Porton site (and one team based at UKHSA Colindale), as applicable to Research, Culture Collections and applied support functions. The function also includes the management and coordination of the quality system based on ISO 9001 and supporting the Lead Quality Assurance Manager in the compliance of ISO17025.

Very occasional travel to UKHSA Colindale will be a requirement of this role.

Main Duties of the Job

  • The organisation and management of the ISO 9001 quality system for the UKHSA Porton site.
  • The management of ISO 9001 and ISO 17025 compliance on the UKHSA Porton site and its interaction with the certifying bodies.
  • The recruitment and management of staff including the organisation, supervision and conduct of staff appraisals. The management of staff attendance and performance.
  • The design, implementation and supervision of team and personal training plans.
  • Staff deployment and work prioritization including the planning of work, its scheduling and prioritisation.
  • The design of processes, procedures, and work organisation to deliver Quality Assurance efficiently, making appropriate use of state-of-the-art science and technology where possible.
  • The setting of quality objectives that are consistent with the Business Plans.
  • The supervision of work and the management of work quality.
  • The planning, procurement, and deployment of resources within budget constraints and the authorisation and control of expenditure to defined limits.
  • The maintenance of a continuous improvement plan for facilities and equipment to ensure technical competitiveness and fitness for purpose so far as the financial budget allows.
  • Oversee the installation and validation of new equipment and / or technologies to ensure compliance with the quality system.
  • To support and implement the Corporate and local Quality Management Systems.
  • The maintenance of a programme of continuous improvement.
  • The design and implementation of a Safe System of Work. To ensure compliance with all policies and procedures relating to Health and Safety.
  • The preparation and presentation of regular, written progress reports to senior management, including the design, maintenance and reporting of Key Performance Indicators and progress against objectives.
  • Making formal, illustrated presentations of Quality Assurance to staff, management or stakeholders as required from time to time.
  • Conduct quality inductions for new starters working within the quality system.
  • To manage the prompt delivery and completion of any Corrective and Preventive Actions in conjunction with other functions within UKHSA Porton.
  • The management, facilitation, and supervision of internal and external quality audits to both ISO 9001 and ISO 17025.
  • Manage the ISO 9001 annual management review.
  • Manage the monitoring and approval of suppliers at UKHSA Porton for non-GXP areas.
  • To deputise for the Lead Quality Assurance Manager in quality activities relating to the delivery of Culture Collections products to satisfy customer contracts in a timely manner and to enable the current Business Plan.
  • To be familiar with regulatory affairs and the ensure that procedures and products comply with external regulations and standards.

PROFESSIONAL DEVELOPMENT (AMEND IF REQUIRED)

  • Identify, discuss and action own professional performance and training / development needs with your line manager through appraisal / individual development plan. Attending internal / external training events
  • To participate in all mandatory training as required, i.e. fire safety, information governance and all other mandatory training.

KEY WORKING RELATIONSHIPS

The post holder will develop working relationships and communicate regularly with a wide range of individuals, clinical and non-clinical, internal and external to UKHSA. This will include;

Internal

  • The Quality Systems Manager will communicate with all levels within and across Research, Culture Collections and support services and UKHSA generally.

External

  • Post holder shall communicate and liaise with external customers, collaborators, suppliers, consultants and other third parties as however required from time to time to prosecute the Culture Collections and UKHSA business.
