The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Main duties of the job
The successful applicant will develop and maintain SQL-databases and systems for receiving and managing genomic, demographic and clinical data relating to individuals whose samples have been sequenced. They will track and generate reports on the data and investigate and resolve data quality issues. The post holder will be required to collate, clean and harmonise data from various sources and keep databases up to date. They will be expected to distribute subsets of information from the master databases where appropriate. The successful applicant will need to work with colleagues within TARZET and in the Data, Analytics and Surveillance directorate to deliver the required data assets. The Unit responds to enhanced incidents and there will be fast-paced development of data assets to deliver required outputs to feed into situational reports and technical briefings.
The successful applicant will have a thorough understanding and practical knowledge of SQL as well as an understanding of health informatics and knowledge of data services. The post-holder should be able to demonstrate knowledge of suitable programming languages (e.g. Python, R) to enable large scale data manipulation. The applicant must demonstrate knowledge of information governance and project assurance. The role will require well developed and demonstrable written and analytical skills. The post-holder must have excellent interpersonal skills and an ability to work effectively both autonomously and within a team.
About us
We are looking for an experienced Data Manager to work within the Genomics Public Health Analysis (GHPA) Unit as part of the Tuberculosis, Acute Respiratory, Zoonotic, Emerging Infections and Travel Health (TARZET) Division within UKHSA.
The GPHA Unit is responsible for genomic horizon scanning activities for new and emerging pathogens, as well as supporting the wider organisation during enhanced incidents where genomics can provide actionable intelligence. This is a senior role requiring a high level of understanding of the business needs of the next phase of development of genomics data management and of the technical solutions available within central support provided by the current surveillance systems and infrastructure.
The post holder will work with a team of Bioinformaticians, under the direction of the Head of the GPHA Unit. The post holder will have overall responsibility for the management and development of key information systems within the Unit, including the COVID-19 data linkage pipeline. They will also contribute to the further development of the information systems required to support enhanced incidents, and other units within TARZET.

- Supervising and training suitable backup resource to cover database administration during periods of absence.
- To conduct such work as directed by their line manager consistently with departmental standards and to agreed timescales

- Clear communicator with excellent writing, report writing and presentation skills; capable of constructing and delivering clear ideas and concepts concisely and accurately for diverse audiences
- Skills for communication on complex matters and difficult situations, requiring persuasion and influence
- Ability to analyse and interpret information, pre-empt and evaluate issues, respond to unexpected demands and recommend an appropriate course of action to address the issues
