Job summary

The Senior Infection Prevention and Control (IPC) Specialist will provide technical leadership and ensure the delivery of the UK-PHRST's implementation plan for IPC in outbreak response and help shape and deliver the UK-PHRST's strategic agenda.

The Senior IPC specialist will manage and lead the IPC & RCCE team. They will be responsible for providing technical support and expert guidance on IPC services including strategic advice, policy development, and capacity planning in outbreak response. They will also be required to contribute to the development and implementation of outbreak response IPC research and capacity strengthening projects as part of the UK-PHRST programme, as well as to provide teaching and supervision to research fellows, students, and trainees.

The post holder will require sound knowledge, significant experience and skills in IPC and have demonstrated specific lead areas of work in IPC internationally, involving partnership working with external organisations. The post holder will develop and manage a robust research and capacity strengthening portfolio to inform and improve future outbreak responses in LMICs in alignment with UK-PHRST strategic goals.

Main duties of the job

This role is being offered on a full-time basis. This is a Fixed Term Contract with an end date on 31/03/2025.

Location

The main location is Canary Wharf, London. The post holder is expected to spend up to 40% of their time overseas, predominantly in low- and middle- income countries.

*Please be aware that this role can only be worked from within the UK and not overseas. Relocation expenses are not available.*

Job responsibilities

  • Formulate and implement the short, medium and long-term strategies for Infection Prevention and Control across operations, research and capacity development and contribute to UK-PHRST business and strategic planning.
  • Line manage a small team of IPC specialists and provide specialist technical support when staff are deployed (core team and reservists)
  • Expertly lead the management of complex incidents, including conducting IPC assessments, providing technical advice and providing visible, professional leadership to support the rapid implementation of IPC support to the country of deployment and within the UK-PHRST.
  • Lead the establishment, monitoring, evaluation and learning of IPC systems and programmes in the context of the host countries healthcare system and in collaboration with partners, aligning preparedness with emergency response to reduce the impact of outbreaks.
  • Lead on the development of an IPC research workstream aligned to the UK-PHRST research strategy and facilitate, develop, and implement projects to enable its delivery.
  • Proactively collaborate with partners in the research and capacity development community in LMICs to co-identify novel areas for research in response to current and emerging needs.
  • Lead the development and delivery of dynamic evidence-based capacity building programme on IPC for colleagues, partners and other audiences from global to local levels.
  • Design, deliver and evaluate IPC training materials and courses with and for partner organisations, academic institutions, public health authorities to support the UK-PHRST remit.
  • Identify, develop, and nurture key relationships with a wide range of internal (LSHTM and UKHSA) and external individuals and stakeholders taking responsibility for the maintenance of professional networks relevant to role.
  • To ensure ODA compliance in all UK-PHRST IPC activities, including sound financial management of the UK-PHRST IPC component including financial forecasts, accounts and where appropriate, undertake data analysis for financial and managerial purposes.
