Job summary
Post holder will be the programme management lead within the UK Overseas Territories (UKOTs) programme Senior Leadership Team working alongside the technical leads in Health Protection and Health Improvement and the UKOTs programme sponsor.
UKHSA's UKOTs programme strengthens Health Protection and Public Health capacities in the UKOTs. It is funded by the Foreign, Commonwealth and Development Office (FCDO) to improve health security through increased compliance with international regulations.
The candidate will be an experienced project/programme manager, with demonstrable international experience, responsible for driving delivery of the whole of the programme. As a member of the Senior Leadership Team, they will be expected to strategically and operationally lead the programme management team and work closely with the programme's technical leads.
The role will ensure that UKHSA's technical input is provided to the programme, supporting the implementation of programme objectives and assigning of the correct resource to each deliverable.

Job responsibilities
Programme Management
- Take responsibility for overall programme progress and use of resources and initiate corrective action where necessary
- Lead on the identification of UKHSA and cross-government resources, skills, links and current engagement that can be leveraged for the programme, including managing recruitment campaigns
- Lead on ensuring that the programme maintains and delivers a Monitoring & Evaluation (M&E) plan that supports generating evidence of impact and informs continuous strategic development with the Global Operations M&E Lead
- Maintain stakeholder management for the programme (internal and external) in order to support the programmes priorities
- Manage relations with Governors offices and provide a key focal point
- Report and provide internal briefings as necessary and external stakeholders/sponsors such as the FCDO.
- Ensure accurate and timely programme reporting, synthesising the information to report to the Global Operations governance structures (UKHSA Global Coordination Board and Global Operations Programme Management meetings) and funding bodies as required, and to regularly update the Global Operations Senior Management Team and FCDO.
- Ensure regular assessment of risks for the UKOTs programmes working at both strategic and operational levels, and that there are effective processes in place for surge capacity and mitigation
- Line management of UKOTs Programme support team and other staff as appropriate, ensuring staff are working to defined objectives and are adequately supported in their roles
- Coordinate the programme across OHID and UKHSA including relationship with the UKOTs programme sponsor.
- Attend and actively participate in the FCDO Conflict, Stability and Security Fund (CSSF) Strategic Board.
- Manage a communications and engagement log for the programme
Business Management and Operations
- Working with Head of Operations, responsible for ensuring adherence to budget and procurement processes, and the timely and effective spending of programme funds that represent good value for money
- Ensure that work streams within the programme are delivered on time and to quality standards and that robust review and feedback mechanisms are in place to monitor the delivery of the programme in closely liaison with the central Global Operations M&E team
- Ensure programme compliance with travel and deployment policies
- Resolve any HR issue that may arise with HR Business partners
