Job summary

The UKHSA Development and Operations team leads the digital transformation of UKHSA to make it a more data driven, customer focused, digital organisation. We do this by delivering services which meet and maintain the Government Digital Service (GDS) Digital by Default Service Standard (https://www.gov.uk/service-manual/digital-by-default).

UKHSA Development and Operations team is based within the Technology Directorate. We have a team of roughly 40 people including content designers, developers, product managers, strategists and policy experts. We blend expertise from private and Government sectors and we work with a wide range of partners and suppliers. We also manages UKHSA's presence on GOV.UK, is transitioning UKHSA's websites to GOV.UK and NHS Choices, runs the UKHSA intranet, and contains a services team to drive improvements in the services operated by UKHSA colleagues.

The post holder will be responsible for working with digital teams and product owners within UKHSA to ensure that the appropriate infrastructure is in place to support UKHSA's current and future digital services. You will be responsible for scoping and specifying platform requirements and ensuring that suppliers meet these requirements.

A key element of this role is coordinating closely with other Technology departments to ensure that the necessary infrastructure is in place for development, testing and deployment of digital services.

Main duties of the job

  • You will support, develop, maintain and administer several corporately approved digital tools: Jira, Confluence, eazyBI, GitHub and others.
  • You will evaluate and recommend new digital tools and plug-ins that have the potential to benefit the team and/or the wider organisation.
  • You will ensure all products comply with GDS service manual standards and meetgovernment guidelines, including the Digital by Default Service Standard, and UKHSA policies and protocols
  • You will be confident in making decisions based on the needs of the organisation and sensitively managing the expectations of our stakeholders.
  • You will be administrator and support the DNS forall the domains the organisation holds.
  • You will be administrator and support stakeholders with systems such as Firebase, Google Play Console and App store connectand others.
  • You will maintain the Development and Operationsteams inventory along with logging, assigning, maintaining and recycling our assets.
  • You will procure software and hardware purchases for the team.
  • In the spirit of Agile, you will ensure that prior experience and feedback from customers and stakeholders is used to make pragmatic, sensible and logical future implementation decisions.

The post holder will be responsible for working with digital teams and product owners within UKHSA to ensure that the appropriate infrastructure is in place to support UKHSAs current and future digital services. You will be responsible for scoping and specifying platform requirements and ensuring that suppliers meet these requirements.

A key element of this role is coordinating closely with other Technology departments to ensure that the necessary infrastructure is in place for development, testing and deployment of digital services.

  • The role holder may be expected to support corporate service activity as set out in the Corporate Services Standard Operating Procedures
  • As a Category 1 responder under the Civil Contingencies Act 2004, UKHSA has a set of civil protection responsibilities which it must fulfil in the response to any emergency or major incident. Staff may be asked to contribute to the preparedness for and response to major incidents and emergencies as required

Security clearance

Successful candidates must pass a disclosure and barring security check.

Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Basic Personnel Security Standard.

People working with government assets must complete Basic Personnel Security Standard checks.

Essential Criteria

  • Experience of working in a Digital, Technology or ICT environment or in a specialist area.
  • Theoretical and practical knowledge of creating, configuring and maintaining Jira and Confluence projects.
  • Experience of working in an Agile environment.
  • Practical experience in a business analysis capacity. Ability to understand and translate user needs into team actions with the ability to: Make difficult decisions and weighing complexities involved with the need to act; Identify the main issues in complex problems, clarify understanding of stakeholder expectations to seek the best option.
  • Skilled problem solver with a consistent and logical approach.
  • Excellent verbal and written communication skills. Able to communicate with key stakeholders at all levels effectively and professionally, and to engage with non-technical stakeholders across a range of activities
  • Prioritisation skills with ability to manage multiple strands of work
  • An understanding of and commitment to equality of opportunity and good working relationships, in terms of day-to-day working practices
