Job Purpose

The SEO Commercial Change & Continuous Improvement Manager will be responsible for supporting and delivering good Change Management and Continuous Improvement initiatives within the Commercial Function and in collaboration with its wider stakeholders in UKHSA.

The post holder will need to work collaboratively with various stakeholders and maintain alignment to the organisations standards and practices.

This role affords the post holder the opportunity to contribute to a developing continuous improvement portfolio in addition to embedding change management capability to a Function that is critical to operational delivery.

The post holder will need to be a dynamic self-starter who can support the Commercial Change and Project Management Lead in high profile workstreams while role modelling best-practice behaviours to the wider organisation.

Essential Criteria:

• Experience of using business improvement, problem solving and value stream mapping tools and techniques.
• Strong analytical skills and the ability to interpret and learn from evaluation, embedding lessons learnt into subsequent activity.
• A passion for, and knowledge of, continuous improvement tools and techniques.
• Experience in facilitation of workshops and cross stakeholder working groups.
• Ability to effectively communicate complex issues in a simple and compelling way to different audiences, in virtual and face to face settings.
• Proven track record of delivering and managing change across a large team.

Desirable Criteria:

• Experience of delivering business and change management in the public sector.
• Experience of using best practice evaluation methods to analyse the impact of your work and implement learnings for future activity.
• Strong influencing and negotiating skills and ability to build trust quickly; particularly building good working relationships with key internal stakeholders.
• Excellent project management skills.
• Strong written communication skills.
• Ability to work at pace across multiple priorities and as part of virtual teams.

STAGE 2 - INTERVIEW:

All candidates who are successful at the sift stage will undertake a single video interview.

All applicants that progress to interview will be assessed through an interview against a mixture of Behaviour, experience, strength and technical based questions.

Eligibility Criteria

Option 3 - External

Open to all external applicants (anyone) from outside the Civil Service (including by definition internal applicants/Civil servants on Loan).

New entrants to the Civil Service are expected to start on the minimum of the pay band.

The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase.

Either case is determined by whichever is the highest.

Security Clearance Level Requirement:

Successful candidates must pass a disclosure and barring security check.

Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Basic Personnel Security Standard.

Location, please note:

Currently, this role will be home-based with travel to UKHSA in London or other nationwide UK Health Security Agency sites/offices if required. Your salary will be based on your home address and the relevant pay scales under UKHSA Policy. If your home base is within the M25, inner London pay rates apply. If your home base is within the 40 mile radius of the M25 you will receive the outer London pay rate. National pay rates apply to all other employees whose home base is outside of the 40-mile radius of the M25.

The pay rates are as follows:

National: £36,329 - £42,481

Outer London: £38,202 - £44,240

Inner London: £40,074 - £45,998

Please note, the department may change the place of work to any place within reasonable travelling distance of your home address if there is a business need to do so. Some roles may be performed from a regional office. This should be taken into account when applying for this role.
