Job Purpose / Summary
The Knowledge and Library Services team provide PHE with library and knowledge management expertise to support research and development, evidence-based public health, management and business services, with the overall aim of facilitating the translation of knowledge into practice. Based at three physical locations, but also delivering a service to all PHE staff at the point of need, we provide support for all PHE activities, including health protection, health improvement and health care public health.
Main duties of the job
We are looking for a qualified and experienced Knowledge and Information Management professional, with the enthusiasm and skills to manage this high-demand, research-focused service. The role will involve managing specialist library collections of physical and e-resources, line management responsibilities and the development of a wide range of user services to ensure that PHE Porton users receive high-quality, user-focused and cost-effective services. With excellent communication, customer service, and evidence-based skills, you will be confident in your ability to work independently using your initiative, but also proficient in team and matrix working.
About us
On 18 August 2020, the Secretary of State for Health and Social Care announced plans to establish the National Institute for Health Protection and consult on the best future options for strengthening health improvement and other public health functions in the wider system. Public Health England and many of its employees will be in scope for transition to new organisations in Spring 2021. They will work with the KLS Library Services Manager to review the current service and implement a series of quality improvement programmes in order to meet quality assessment standards within an agreed timeframe.

Essential
- A postgraduate qualification in a KIM related discipline such as knowledge management, records management, library and information studies, information rights, information science or information management, including those which have been accredited by CILIP or ARA, or significant equivalent level of experience of working at a similar level in a library and knowledge services setting
- Minimum 5 years' experience in a special or academic library, preferably in a medical or scientific environment
Experience

- Experience in a research, academic or NHS library or information service in a professional role
- Knowledge of a wide range of health care resources
- Experience of computerized library management systems
- Understanding of copyright and other legislation relating to libraries
Desirable
- Knowledge of factors involved in provision of electronic journals & resources, and Web 2.0 developments and services
