Job summary

The Healthcare Safety Investigation Branch (HSIB) was formed in 2017 with the aim to improve patient safety across the healthcare sector, by carrying out expert investigations to determine the causes of accidents and serious incidents, and to make safety recommendations intended to prevent recurrence and to improve safety across the healthcare system. In October 2023, changes to the Health and Care Act 2022 established HSIB as the Health Services Safety Investigations Body (HSSIB). As a fully independent arm's-length body our enhanced powers require people and organisations to cooperate with patient safety investigation, ensure our investigations support a greater focus on thematic learning and educating the system. The Operations Manager is a key role for the HSSIB, the post holder will work as part of adynamic corporate team to manage a diverse portfolio in the following areas.

Whilst this is a small organisation, the right candidate will have the perfect environment to obtain a wide breadth of diversity and autonomy in their role.

The post holder will support the business to ensure that their operation functions are planned and managed effectively and take the lead in assisting in their successful delivery.

The successful candidate will have a track record of commercial experience, strong strategic outlook and able to implement robust commercial processes.

Main duties of the job

The post holder will manage the operational performance for IT, Commercial and Business planning, and will;

  • run a small commercial function effectively by working in partnership with teams to deliver successful commercial outcomes.
  • have a strong focus on commercial and supplier set up, with an emphasis on IT and Digital services, working collaboratively across the business to ensure front line teams are supported to deliver.
  • have a proactive approach and the ability to shape commercial strategy, provide policy advice and deliver hands-on procurement and contract management to ensure value for money across the organisation and its programmes.
  • be responsible for the supplier management of the outsourced IT offer ensuring the daily operation of the IT systems and software is effectively and efficiently maintained to ensure business continuity.
  • champion IT and promote the introduction of new and robust technology into the organisation to improve productivity and business functions and manage the platforms, commercial tools and software.
  • Support the delivery of the corporate functions, providing good management information to ensure quality, cost, and efficiency of the corporate services.

This role has a strong focus on commercial and supplier set up, with an emphasis on IT and Digital services, working collaboratively across the business to ensure front line teams are supported to deliver.

Information Technology

This role is responsible for the supplier management of the outsourced IT offer ensuring the daily operation of the IT systems and softwares are effectively and efficiently maintained to ensure business continuity.

As a home-based organisation it is critical that staff have the systems and tools which support collaboration and ensure data security. As the IT champion this role promotes the introduction of new and robust technology into the organisation to improve productivity and business functions.They will manage the platforms, commercial tools and softwares.

Commercial

The role requires practitioner level of commercial experience and knowledge. The successful candidate will have a proactive approach and ability to shape commercial strategy, provide policy advice and deliver hands on procurement and contract management to ensure value for money across the organisation and its programmes.

This role is for someone with a track record of commercial experience, strong strategic outlook and able to implement robust commercial processes.

Performance

Delivery of the programmes, management information, ensuring quality, cost, and efficiency of corporate services.

Manage the operational function, including developing and managing the business plan, progress and reporting risk and issue management

Key Functional Responsibilities

Project Management

  • Contribute to performance improvement, taking a lead for identified areas.
  • Provide coordination of and participate in relevant working groups and provide project advice, expertise and support where requested.
  • Provide relevant and timely specialist advice and guidance on own portfolio.
  • Work with members of the Team to investigate the causes of any variance from plan and proactively contribute to the implementation of solutions.
  • Management of a risk and issues tracking mechanism and the resolution and escalation processes.

Financial and Physical Resources

  • Provide regular reporting on the targeting of resources and monitoring their implementation from a value for money perspective.

  • Educated to Post-graduate degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area.
  • Commercial qualification or suitable experience
  • Further training or significant experience in project management, financial management or supporting change management processes
  • Experience of managing a small commercial portfolio
  • An understanding of the implementation of IT services and software
  • Experience of managing risks and reporting
  • Experience of drafting briefing papers and correspondence at senior management team level
