Job summary

The purpose of the Review Panel is to hear representations, in accordance with the legislation, from those applicants and medicines licence holders who disagree with a decision made by the MHRA.

The Panel meets approximately 2-3 days per year, based on the requests received.

Main duties of the job

The postholder will chair meetings of the Review Panel, act as its spokesperson and ensure that the proceedings of the Review Panel run smoothly and efficiently so that it can complete its business in a timely way.

About us

The Review Panel performs statutory and non-statutory reviews of the provisional determinations made by the MHRA concerning the classification of a product as a medicine, and decisions or proposals made by the MHRA relating to the grant, renewal, revocation, suspension, refusal or variation of manufacturers or wholesale dealing licences. As such, we consider that it would be imprudent for a person who has personal interests in the pharmaceutical industry to be a member of The Review Panel. Even though a member is expected to remain entirely impartial at all times, a perception that an interest might have the potential to influence the member can undermine the advice provided to Ministers and the MHRA and subsequent decisions on the basis of that advice.

In line with our Code of Practice, members of the Review Panel are prohibited from holding personal interests in the pharmaceutical industry.

Consider, comment and contribute by drawing on your individual expertise and judgement, as appropriate, on the matter of the review;

Be prepared to speak on a range of relevant issues, not just your own area of specialism;

Hear and consider the representations of the Applicant and Licensing Authority (together with other Review Panel members and Reviewers)

Guide and assist the Review Panel in procedural matters, provide formal and informal advice between meetings when required;

Provide advice relating to the subject of the review, contribute to the Review Panel decision and ensure that the advice takes account of a wider view of risk and benefit, particularly as it is perceived by patients, carers and other members of the public;

Produce a report of the Review Panel decision following hearing, to include a summary of the discussions, the outcome of those discussions and the recommendation(s) of the Review Panel;

Assist and participate in the recruitment and appointment process of members on the Review Panel; Chair of the Review Panel - advert 3 of 5

Attend all scheduled meetings of the Review Panel, relevant to the subject matter of the review and ensure that new Review Panel members and reviewers are briefed upon appointment;

Conduct annual appraisals of Review Panel members performance;

Provide an annual report on the activities of the Review Panel;.

Comply with the Terms of Reference for the Review Panel.

  • Good meeting management skills and command of a large, detailed and technical
  • information content.
  • Ability to chair an expert committee in accordance with the Terms of Reference of the
