Job summary

The Human Tissue Authority (HTA) have a new opportunity to work as a Human Resources and Change Manager.

As a regulator responsible for licensing and ensuring that activity in the use of human tissue, cells or organs is done so safety, ethically and with proper consent, this is exciting time to join us. We are implementing our 3-year ambitious vision and strategy centred on achieving greater sustainability, agility and resilience in our operations.

This is a is challenging, varied and exciting role, whereby the incumbent will support the Head of Human Resources across a number of different initiatives and projects. The HTA is mid-way through a Development Programme with six different work streams, which will require staff to operate with new ways of working.

We are also building our own HR data and analytic reporting for our Senior Management Team and the Board. Experience in Change Management would be advantage however, experience in supporting staff in times of Change, and having an agile and adaptive and data driven approach will be key.

Main duties of the job

We are looking for an experienced Generalist with experience of supporting staff through Change, not least a culture renewal exercise, support staff at all levels across all disciplines of HR. The role holder will be at the heart of finding the right people related solutions, and balance organisational and individual needs. They will be able to build productive relationships that support and enable staff and Line Managers to navigate the nuances of day-to-day operations whilst guiding them in the requirements of employment law.

As an advocate for Change with excellent listening and communication skills, the role holder will also support the Head of HR and organisation with positive influence through a varied and comprehensive programme of Change.

The successful candidate will be able to demonstrate relevant Generalist experience supporting staff at all levels across all disciplines of HR, including a culture renewal exercise. They will work effectively under pressure and adapt to situations at short notice.

Job purpose

We are looking for an experienced Generalist with experience of supporting staff through Change, not least a culture renewal exercise, who can also support staff at all levels across all disciplines of HR. The role holder will be at the heart of finding the right people related solutions, that balance organisational and individual needs. They will be able to build productive relationships that support and enable staff and Line Managers to navigate the nuances of day-to-day operations whilst guiding them in the requirements of employment law.

As an advocate for Change with excellent listening and communication skills, the role holder will also support the Head of HR and organisation with positive influence through a varied and comprehensive programme of Change.

Specifically, key responsibilities are:

· To act at all times as a champion and role model for excellent HR practice across the organisation, by championing and role modelling the HTA’s Values and Operating Principles.

· Through an HR business partnering service and developing effective working relationships with managers and staff provide advice and support to ensure appropriate informal and formal mechanisms promote fair and effective management and good employee relations.

· Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring achievable targets setting.

· Act as project manager and contributor to a programme of activity that will look at the values and model behaviours of staff in order to achieve the organisation’s strategic goals as set out in our vision and mission.

· Develop a detailed project plan to monitor and track progress of Change activities against project milestones and deadlines

· Support with capacity / capability planning to ensure resource availability and allocation across all operational change.

· Promote positive and collaborative working relationships across the HTA and ensure the approach to people management is underpinned by the HTA values.

· Responsible to advise and coach Line Managers in the end to end internally led recruitment process.

· Understand the purpose, process and practice of HTA performance development programme and contribute to it and support line managers and staff in the execution of improved performance management.

· At times deputising for the Head of HR.

· Responsible for managing and maintaining training programmes to a high standard and within budget.

· Working with Comms to contribute to and encourage Staff Engagement activities.

· Supporting the EDI agenda and specific activities to encourage improved inclusion for all staff.

· Regular HR reporting against agreed KPI’s, to include but not limited to Exit Interview analysis, training feedback analysis, headcount and turnover etc.

*Standard contracts available are homeworking (not exceeding an average of 3 days in the office each month) or office-based (minimum of 1 day a week in the office).
