Job summary
The Government of Jersey is looking for an experienced leader in digital health to take forward the development and implementation of a Health and Care digital, data and technology strategy. The Director of Digital Health and Informatics (known as the Health CIO) will be a key leader in the executive leadership team of the Health and Community Services (HCS) Department and will work in close collaboration with the Government of Jersey Chief Information Officer and the Chief Clinical Information Officer (CCIO).The Health CIO will address the challenges of legacy infrastructure, continue the roll out of the new electronic patient record system and harness the digital health opportunities to create a health and care environment that is modern, patient-focused, and connected allowing the Department to move at pace with implementing ministerial priorities and continuously improving Islanders experience of health and care services. The Health CIO role is a strategic position requiring a firm operational and technical understanding of both technology and hospital and community health and care processes. Main duties of the job
The Director of Digital Health and Informatics (known as the Health CIO) is a key leader in the
executive leadership team of the Health and Community Services (HCS) Department. The Health
CIO is responsible for developing and implementing a Health and Care digital, data and technology
strategy in close collaboration with the Government of Jersey CIO and the Chief Clinical
Information Officer (CCIO), addressing the challenges of legacy infrastructure and harness the
digital health opportunities to create a health and care environment that is modern, patient-focused,
and connected allowing HCS to move at pace with implementing ministerial priorities and
continuously improving Islanders experience of health and care services.
The Health CIO leads and collaborates with key Strategic Partners, both internal and external, to
deliver the digital health strategy for the government; drives innovation and the delivery of the wider
Island digital health agenda. They work closely with the Chief Clinical Information Officer (CCIO)
ensuring that digital health and IT requirements and opportunities for health services are being
identified, planned, budgeted and delivered in an efficient and effective way reducing risks and
enhancing health outcomes and patient experience.

Jersey has been a
Crown Dependency since 1290, which means its not part of the UK but a

elected parliament, government, tax system, and laws. However, the island does
have a close historic relationship with France and the UK and relies on the UK
for defence and international relations. It is also part of the Common Travel

options available. The NHS is not available in Jersey, healthcare services are

1. Lead the development and delivery of the departments digital, data and technology strategy and
delivery plan, introducing new and innovative strategies and ways of working to maximise the
organisational efficiency, productivity and patient safety and experience.
2. Overall accountability for the continuous development and delivery of:
cross-cutting digital, IT and Information workflows to enable better access to patient
information across the health and care system;
insightful information and data to the health service to predict future demand, optimise the
design of health and care services and manage performance;
technology, data and information standards, improving ways different parts of the health and
care system communicate, mitigating risk in the delivery of patient care;
devise and develop the annual budget for digital health plus the associated medium and long-term financial plans for the digital health clinical and IT infrastructure.
3. Regularly brief the Chief Officer, Chief Executive, Chief Minister and Council of Ministers,
providing the data and analysis required to make informed priority, policy and resource allocation
decisions, to manage performance against Government and Ministerial Plans and to hold internal
and external providers to account with the aim to increase governments positive impact on the
delivery of Health and Community services.
4. Lead the design of modern health and care services to create a health and care environment
that is modern, patient-focused, and connected allowing HCS to move at pace with
implementing ministerial priorities and continuously improving Islanders experience of health
and care services.
5. Role model the desired leadership behaviours and create the culture and conditions to empower
people to work across organisational boundaries, in multi-disciplinary teams, to create an
innovate culture that focuses on best outcomes for Islanders and a productive and efficient work
environment for clinical and non-clinical staff.
6. Promote new ways of working and information technology-enabled innovation, driving and
building sustainable digital health and informatics capability across HCS.
7. Develop a culture which builds, attracts and retains talent across digital health and informatics
teams and across clinical and non-clinical operational services.
8. Provide assurance that strategic risks are identified and managed and, where appropriate,
escalated and shared with Senior Stakeholders, including Ministerial teams.
9. Develop collaborative strategic partnerships working within Government and with our external
partners and stakeholders.
10. Provide strategic operational and professional digital health leadership to ensure that patient
facing services are able to work to recognised standards of care. Work closely with the Chief
Clinical Information Officer and the Digital Nurse to ensure clinical needs are translated in
strategic operational strategy.
11. Champion the departments and Ministers overall vision and plans, acting proactively to engage
with stakeholders to build and sustain buy-in to the departments modernisation programme, and
to deal with complex and competing priorities that deliver outcomes to meet clinical and business
