Job summary

As part of the wider service improvement work across HCS for the population of Jersey, an experienced operational manager is be sought to lead the newly formed Cancer and Administrative Services Care Group. This role is pivotal in providing effective, safe and timely access to all of our elective patients across all hospital acute services. The role will continue to establish the cancer services function together with designing and implementing a modern referral management centre.

Initially the role is for a 1 year fixed term contract pending further structure review across HCS.

Main duties of the job

The General Manager will be responsible for the following services:

  • Cancer services administration, MDT, access and performance
  • Supporting the Lead Cancer Clinician in implementing the Jersey Cancer Strategy
  • Developing and implementing a patient referral centre for all elective services
  • Ensuring the creation and implementation of all work processes, procedures and SOPs related to patient administration
  • Ensuring all staff are appropriately trained in all those processes
  • Management of the medical Secretary function
  • Management of the Medical Records service including supporting the Government wide records transformation programme
  • Managing the Patient Overseas Travel Team including supporting the improvement of governance and oversight of overseas treatment spend
  • Managing the clinic reception desks across the three hospital sites - JGH, EQ and Newgate Street
  • Management of the outpatient service across all hospital sites
  • Ensuring budgetary control; pay, non-pay and income
  • Line management of staff within structure
  • Management and reporting of performance and alignment with internal KPIs.

Analyse performance data and trends to identify opportunities to improve the services of the group and department, and recommend policy and legislative changes with relevant stakeholders, thereby ensuring that services meet the needs of the people of Jersey and the organisations One Government vision.

3. Develop, plan and lead the implementation of new service initiatives or amendments that may be based around new technologies or new ways of delivering existing services in order to support the best outcome for patients and the department.

4. Lead and deliver change and continuous improvement projects through appropriate project management methodologies. Ensure governance and effective reporting arrangements are in place and followed for their care group in order to achieve service delivery objectives and realise target benefits.

6. Design and implement change within the care group acting as a change agent and role model to gain commitment from colleagues and motivating the workforce to overcome barriers and improve effectiveness
