Job responsibilities
MAIN DUTIES AND RESPONSIBILITIES:
Ensure optimal clinical outcomes for the people in our care.
Lead on all aspects of clinical practice & serve as an example of operational excellence.
Provide leadership for medical staff on both professional and managerial issues whilst
monitoring their performance.
4. Provide medical leadership and advice to all doctors delivering healthcare across all
services provided by HSC.
Subject to confirmation by the GMC, act as the GMC Suitable Person for doctors on
the Bailiwick register of medical practitioners. This involves revalidation processes for
local doctors, GMC investigations and general liaison with the GMC.
Carry out the legislative requirements related to medical revalidation by ensuring that
robust clinical governance systems are in place and, working with the Appraisal Lead,
ensure the active participation of all medical staff in appraisal and in all aspects of
governance in order to secure and develop high standards of patient care.
Subject to confirmation by the States of Guernsey, to act as the States of Guernsey
Responsible Officer and undertake the statutory duties mandated to this
responsibility.
Be an active Member of the Health and Social Care Senior Management Team (CMT)
with the expectation of being an active participant and contributing to the agenda as
required.
Work collaboratively with the Director of Operations and Director of Care Delivery to
develop a culture which embeds and promotes Clinical Quality and Governance and
monitors its effectiveness in assuring the quality care and experience for patients and
their families and carers.
Provide the Committee for Health & Social Care with high quality, evidence-based
medical advice and to share corporate responsibility for the implementation of agreed
Committee decisions.
Represent HSC at relevant committees including the Civil Contingencies Authority
(CCA) as required, as well as engage with key stakeholder bodies.
Undertake media interviews and make public representation on matters relating to
the duties of the Medical Director and/or Responsible Officer as and when required
KEY TASKS AND RESPONSIBILITIES:
Strategy and Policy
Provide evidence-based guidance on the development and transformation of
healthcare services for the people of Guernsey and Alderney, encouraging continual
improvement and innovative practise if and where appropriate.
Ensure effective engagement with patients and the wider public in the promotion of
their well-being and management of illness.
Quality, Governance and Assurance
Ensure the timely provision of high-quality healthcare across all services within HSC.
Provide assurance of clinical quality by monitoring access, safety, patient experience,
and the effectiveness of medical care.
Drive organisational learning that improves patient outcomes by utilising incident
investigations, audit processes, education, and research.
Commission external or service reviews to ensure effective care delivery and continual
improvement.
Clinical Effectiveness
Promote best clinical practice by consideration and implementation of relevant
guidance and standards (or example NICE) and to optimise the deployment of medical
staff and organisational resources.
Oversee the development and continual review of clinical pathways, ensuring the
provision of personalised and innovative care appropriate to the population of
Guernsey and Alderney.
Collaborate with Pharmacy to promote the safe, effective, and responsible use of
medicines, ensuring full compliance with prescribing regulations
Support the Client Team in optimising the benefits of contracts for medical services
including with the Medical Specialist Group, and with off-island providers.
Professional and Clinical Leadership
Lead medical staff development and support the development of wider clinical and
managerial teams.
Develop and implement medical leadership and high professional standards in the
medical workforce and to take appropriate action for the protection of patients, staff
and the public, including remediation and disciplinary action as appropriate.
Lead on medical workforce planning and the processes for appointing medical staff.
Manage, develop and lead the Clinical Directors and service leads in their
management of the provision of high-quality services.
Ensure that all medical staff participate in clinical governance, including regular audit,
quality improvement, appraisal and revalidation.
Ensure Job Plans for medical staff ensure efficient delivery of medical services.
Clinical Activity
Subject to agreement, the Medical Director may participate in appropriate clinical
activity for 2 sessions per week.
This would require active participation in the clinical
governance related to the clinical activity.
Director Responsibilities
Working closely with the Director of Operations and Director of Care Delivery, the post
holder may be required to deputise across the full range of duties and responsibilities
providing professional leadership, expertise and advice on operational and strategic
issues within the Department and across the health and social care economy.
The post-holder will be a member of the Corporate Management Team and will attend
the Committee for Health and Social Care for relevant items.
Chair Disciplinary hearings for the wider Health and Social Care work force as required.
Play an integral role in delivering the Departments strategic direction, ensuring the
effective operation of HSC services, and fostering strong internal and external
partnerships across the local community.
Assume joint responsibility, with other Directors, for corporate performance and risk
management and the achievement of the Departments strategic objectives.
Support senior managers within HSC during periods of escalation, ensuring service
users are safe.
Participate in the Executive Director on call rota, including leading/supporting Major
Incidents.

methodologies.
Experience handling performance, conduct, and capability issues involving medical
staff.
Confident in media engagement and external communications.
Excellent negotiation, interpersonal and communication skills, with the ability to build
productive relationships with diverse stakeholders.
Strong prioritisation abilities and resilience when managing competing demands.
Highlevel analytical skills, including report writing and interpretation of complex
information.
Strong selfawareness and insight into team dynamics.
