Job summary

The States of Guernsey are looking recruit a Head of Occupational Health to lead the delivery of a modern OH service for the States of Guernsey public workforce. The role involves providing expert leadership, technical advice, and strategic support to managers, employees, and HR colleagues as part of the wider HR function. The post holder will manage the OH service effectively, foster strong relationships across the public service, and contribute to HR priorities, particularly those aligned with the Wellbeing Framework as well as following Statutory National and Local legislation guidance.

Main duties of the job

The post holder will be accountable to the Head of HR& OD and report to the HR Director Operations. The post holder will be expected to work closely with HR Business Partners and colleagues from wider operational areas (aligned with key areas of service provision). The post holder will also be required to line manage the Occupational Health Advisors and have responsibility for the Occupational Health team (which includes the Occupational Health Clinic Nurse and administrative colleagues). In addition, the post holder will oversee the work of the visiting Occupational Health Consultant Physician.

Job responsibilities

To lead and manage the States of Guernsey Occupational Health Department, in line with the strategic direction set by the Head of HR & OD, aligned to the people agenda.

In doing so:

-Provide a high level of professional Occupational Health advice and guidance to key stakeholders in relation to employee health, safety and wellbeing;

-Ensure the Occupational Health practitioners comply with evidence-based clinical policies and procedures;

-Monitor the efficiency and effectiveness of the service provision, making recommendations for improvement;

-Effectively manage resources;

-Comply with States of Guernsey legislation, Statutory guidance and regulatory frameworks.

-Provide credible and visible leadership, role modelling and mentorship to the OH team;

-Set and monitor annual objectives linked to the OH operating model.

To provide strategic input into the HR Wellbeing Framework, designed to promote the health and wellbeing of public service employees.

To be responsible for the provision of an agreed suite of Occupational Health Services to key stakeholders which include HR; Health and Social Care Services and Education Services. This includes:

-Undertaking pre-employment health assessments;

-Supporting the management of sickness absence and associated health promotion;

-Providing staff immunisation and vaccination programmes to identified employee groups;

-Providing sharps and splash injury management to identified employee groups.

To ensure Occupational Health Services are delivered to wider States of Guernsey departments as part of the agreed service model.

To maintain own clinical practice (via sessional work) as part of the OH operating model. As such, provide a high standard of professional conduct and nursing care at all times, leading by example, and in line with regulatory requirements and operational guidelines.

To provide clinical expertise (OH) input into policies and procedures aligned to the health, safety and wellbeing of employees.

To lead the quality assurance framework for the OH service which includes the use of audit; benchmarking; standard setting and continuous improvement. This also includes obtaining and maintain external quality assurance accreditation (e.g. SEQOHS).

To represent Occupational Health (as part of the wider HR function) at relevant professional meetings or forums. For example, Public Health Immunisation Advisory Group; Infection Prevention & Control Committee; Health & Safety Committee; Radiation Protection Meeting; Expert Pandemic Group.

To monitor, analyse and evaluate OH service delivery using relevant data sets and report to the Head of HR & OD on such matters.

To effectively manage all associated resources (team composition and associated workforce plans; budget and related income generation targets; physical environment and associated assets).

To contribute to the evaluation of the Employee Assistance Programme, in conjunction with the HR Director Operations.

To be responsible ensuring the OH team comply with the following:

-Annual appraisal, incorporating CPD as part of the wider training plan;

-Compliance with mandatory training and essential for role training;

-Contribution to teaching/training sessions for the wider organisation;

-Management of incidents and complaints;

-Compliance with States of Guernsey Policies; Procedures and Directives.

To ensure prompt action in the management of any potential public health issues, liaising as appropriate with the Head of HR & OD and the Director of Public Health.

To act as Data Controller for OH (under the Policy & Resources Committee) ensuring that records are kept, managed, archived, retained and destroyed in keeping with Data Protection Legislation and local policy.

As a Registered Nurse, comply with the States of Guernsey legislation and associated HSC procedure regarding registration, as such maintain registration and meet the requirements for Revalidation at all times.

Access clinical supervision (via an approved provider) and establish and maintain clinical networks (both locally and nationally).
