Job summary

The States of Guernsey are seeking to appoint a Lead Pharmacist, Controlled Drugs to join the team within the Pharmacy Service.The post holder will provide professional advice and expertise to the Accountable Officer (Chief Pharmacist) and associated team. The post holder will ensure the delivery of the Accountable Officers responsibilities in relation to the safe management of controlled drugs (CDs) and will deputise for the Accountable Officer when required. This post will impact on practice relating to management of CDs in all specialities across the Bailiwick of Guernsey.

Main duties of the job

The post holder will provide professional advice and expertise to the Accountable Officer (Chief Pharmacist) and associated team. The post holder will ensure the delivery of the Accountable Officers responsibilities in relation to the safe management of controlled drugs (CDs) and will deputise for the Accountable Officer when required. This post will impact on practice relating to management of CDs in all specialities across the Bailiwick of Guernsey.

Responsible for policy development and implementing systems for routinely monitoring the management and use of CDs - to minimise risks for harm and to ensure patients receive appropriate medication timeously

Responsible for leadership and delivery of the highly specialist CD governance service across Bailiwick of Guernsey

Responsible for ensuring compliance with appropriate medicines legislation.

Provides expert legal, ethical and clinical advice to clinicians and managers on the appropriate use of CDs.

Leads and develops clinical audit of current use of CDs

Provides specialist training in the management and use of CDs.

Initiates and develops research and development programmes to identify triggers for concern for inappropriate use of CDs across Bailiwick of Guernsey

To deputise for the Chief Pharmacist in their absence.

PRINCIPAL DUTIES AND RESPONSIBILITIES

On behalf of the Accountable Officer the post holder will provide highly specialised expert advice on all aspects of Controlled Drug management and legislation.

This role will involve:

Establishing operating arrangements for the management and use of controlled drugs across managed and contracted SOG services which use controlled drugs.

Provision of expert clinical, ethical and legal advice in relation to the use of CDs to a wide range of professionals and decision makers

Developing and implementing systems and use proactive analysis and identification of triggers for concerns and action

Investigating and assessing concerns or incidents, linking with police officers, regulatory bodies

Ensuring safe, effective, adequate destruction and disposal arrangements are in place for CDs which are no longer fit for purpose.

Devising and ensure robust training programmes are in place for staff.

Establishing a robust network for communication and sharing appropriate information and concerns across Committees if required, in a timely manner.

Providing quarterly reports for submission to the CfHSC following authorisation by the Accountable Officer.

Strategy Development and Implementation

Lead the development of a strategy for the safe management of CDs within SOG by establishing, operating and reviewing appropriate arrangements for the management and use of CDs across all services, utilising risk management activities

Formulate short, medium and long-term strategic plans for the provision of service from the Controlled Drug Governance team taking into account the uncertain effects these may have on other areas of the organisation and adjusting on a regular basis as required

Ensure that there is effective, efficient collaboration across all stakeholder groups leading to a high-quality standard of management of controlled drugs and wider medication safety monitoring systems within all service areas and premises

Thematically review medication practices and incident reports.

Prepare reports advising ADTC of current medication safety risks and recommend and implement governance strategies for managing the risk to support safer medication practices.

Positively influence the medication safety culture within the Board and embed medicines safety into relevant organisational policies and procedures.

Legislation and Ethical Areas of Activity

Interpret legislation relating to CD use and management to advise SOG practitioners and decision makers on appropriate policy and standards of practice.

Provide expert advice on highly complex issues relating to the implementation and interpretation of CD legislation to a wide range of professionals and decision makers across SOG and provide detailed analysis and interpretation of compliance with CD legislation by these professionals.

Develop, implement and monitor processes for dealing with clinical or legal concerns or incidents involving CD

Ensure directorates, partnerships and practitioners across SOG comply with legislation relating to use of CDs via detailed analysis and interpretation of compliance with CD legislation

Ensure that SOG has suitable arrangements in place for disposal of CDs no longer fit for purpose at locations across managed and contracted SOG service areas in line with legislation and national recognised procedures ensuring that these are robustly followed.

Prepare statements in relation to outcomes of audits and investigations for presentation before legislative bodies, such as legal court, professional committees.

Clinical Duties

Provide expert advice to clinical staff on the safe and effective use of medicines, including CDs, across all services within SOG which contributes to safe and effective patient care and patient education.

Use highly developed persuasion and negotiation skills to influence treatment decisions by individual clinicians which will directly lead to improvements in patient care.

Provide strategic support to CHPs on matters relating to management of controlled drugs and general prescribing issues.

Influence SOG decision making and strategy development in relation to prescribing and use of CDs.

Support implementation and monitoring of prescribing policies and clinical guidelines

Utilise clinical skills and experience to advise on the human and environmental factors that influence mediation safety

Leadership

To collaborate on transformation of and innovation in service delivery.

To attend and advise relevant HSC committees, recommend mechanisms for internal and external audits as required providing advice to medical staff on medicines usage and expenditure.

To be a member of the MDAG and Chair in the absence of the Chief Pharmacist.
