Job summary

These roles play a very important part within Economy, Localities and Public Health (ELPH) and wider Essex County Council structures to the Councils aspiration to become an outcome focused and evidence-based commissioning authority.

Main duties of the job

In conjunction with the Head of Wellbeing and Public Health leading on obesity, the post holder will be responsible for coordinating, evaluating and supporting delivery of an innovative Essex obesity and healthy weight plan to bring together stakeholders and issue a robust challenge to the Essex system on how we seriously tackle the challenge of population excess weight. The post will require critical and flexible thinking applied to the status quo, an appreciation of systems and interdependence, and an ability to work closely with a range of stakeholders to support, refine and develop new initiatives to embed the obesity evidence base across the Essex system, as well as grow a new evidence base where this is needed. There will be clear focus on how we reduce the obesogenic environment and work strategically with others to achieve this, as well as a need to join up different parts of pathways commissioned across different organisations.

The Opportunity

These roles play a very important part within Economy, Localities and Public Health (ELPH) and wider Essex County Council structures to the Councils aspiration to become an outcome focused and evidence-based commissioning authority.

This role will be accountable for the delivery of professional and expert support to the defined Public Health work programme, outcome-based commissioning and community development of the Wellbeing, Public Health and Communities activity. It involves working together and forming relationships both across the wider organisation and with partner agencies to deliver a new, more flexible and collaborative approach.

This complex role will lead and support a range of projects and activities as well as maintaining business as usual activity which includes a broad range of programmes from substance misuse, children and young people to public mental health.

Accountabilities

  • Work collaboratively as part of the Wellbeing, Public Health and Communities Team supporting a flexible and agile approach to resourcing.
  • Responsible for leading on specific pieces of work to provide specialist support in developing solutions as defined by the Wellbeing and PH work programme and outcomes framework and ensure the development of robust business cases to deliver specific projects.
  • Work collaboratively with a range of senior managers in Wellbeing, Public Health and Communities and across ECC and with partners and stakeholders, to define requirements and deliver activity ensuring best value for money and sustainable outcomes.
  • Act as the subject matter expert providing advice and guidance as required for thematic programmes and projects to ensure strategic priorities are met.
  • Support senior managers to ensure that prioritised activities can be planned, specified and met in terms of capacity and capability and delivered to a high standard.
  • Build relationships and work in collaboration with a range of stakeholders and partners to ensure the delivery of integrated activity and identify further opportunities and efficiencies across organisations.
  • Responsible for leading and delivering agreed projects and activities that ensure a continuous improvement ethos of high performing, sustainable and cost-effective services is achieved or alternatively, place shaping activities to develop cross functional links.
  • Accountable for leading the development and deployment of a range of tools and techniques that ensure activity is consistent, effective and efficient and an audit trail is maintained.
  • Responsible for responding quickly to new challenges and opportunities ensuring that risks and opportunities are identified, effectively managed to comply with all external and internal regulation.
  • Specific individual and shared targets and objectives are defined annually within the performance management framework.

  • Educated to degree level or equivalent by experience, with excellent oral and written communication skills.
  • Evidence of continuing personal development.

  • Experience of managing or delivering commissioning activities or projects.
  • Knowledge and experience of all aspects of the commissioning cycle, project life cycle and related activities gained within a commissioning environment.
  • Evidence of successfully delivering outcomes.
  • Evidence of experience in delivering programmes to support the local community and managing change in a complex, multi-stakeholder environment.
