Job summary

NICOR holds the largest repository of patient data for cardiovascular disease. To help us achieve our vision we need an experienced, dynamic Senior Project Manager to lead, motivate and manage NICOR's Project Management Team.

Main duties of the job

The Senior Project Manager is a senior management leadership role with experience and expertise in project, programme and portfolio management and is part of NICOR's senior management team.

The role is responsible for leading, motivating and managing a project management team that supports all the activities of this important national organisation. It is expected that the senior project manager will demonstrate a high degree of initiative and independence to lead their delegated responsibilities and staff.

About us

NICOR manages a programme of national clinical audits and registries. We are responsible for monitoring the quality of care and outcomes for cardiovascular patients through the collection, curation, analysis and reporting of clinical information. Our work enables the NHS, government and regulatory authorities to ensure that the quality of care provided meets good practice standards and that the variation in the quality of care is reduced, thereby resulting in better patient outcomes.

We have recently become part of NHS England, being hosted at AGEM CSU. This strategic move reflects the importance of NICOR data to the delivery of the NHS Long Term Plan and to align cardiovascular disease related audits and registries under one data controller.

NICOR is responsible for managing the national cardiac audits programme and clinical registries including the UK TAVI Registry. The NCAP comprises six specialist domains:o National Congenital Heart Disease Audito Myocardial Ischaemia National Audit Projecto National Audit of Percutaneous Coronary Interventionso National Adult Cardiac Surgery Audito National Heart Failure Audito National Audit of Cardiac Rhythm ManagementOther work conducted by NICOR includes the development and management of registries, research projects, data access requests and NHS projects.

Project management Lead, manage and coordinate delivery of the work streams within the programme of work to agreed deadlines. This will include over-arching planning, co-ordination and management of the National Cardiac Audit Programme (NCAP) and other delegated projects to time, quality and budget, identifying risks, issues and dependencies and the development and implementation of robust plans To work collaboratively with the Chair of the NCAP Operational and Methodology Group and Clinical Leads to lead and coordinate the delivery of high-quality, Quality Improvement (QI) focused annual reports and other agreed outputs which are fit for purpose and on time for NCAP and other projects Ensure robust project management methodologies, eg Prince 2, are applied to the development, implementation and delivery of outputs across the programme

Drive and support project managers to plan, manage and deliver their delegated responsibilities. Project managers and coordinators will continue to be responsible and accountable for respective work streams Ensure required project documentation is in place for robust monitoring and governance and is of high quality. This will include detailed project plans (Gantt charts), workplans, risk and issue logs and other relevant project management tools Develop clear programme plans and systems for tracking and reporting against these to ensure financial management and enable accurate reports to be given to NICOR COO/Arden and GEM Management team In liaison with the National Clinical Audit Services Manager, ensure there is appropriate collaborative planning and working between the project management team, the analytical and IT development teams Update and develop documents and other reporting processes appropriate to the project management team and delegated projects for Performance Review, Contract review meetings and other relevant meetings Monitor the quality of the project management teams work and take appropriate action to address any areas where standards can be improved

Facilitate a timely resolution of bottlenecks in the critical pathways of the programme and other delegated projects managed by the project management team Provide over-arching direction, support and advice to the project management team in their communication and relationships with organisations that submit data to the audit ensuring that the project management team is enabled to lead on this area of work

Management of Data Access requests and Information Governance Oversee the development and delivery of the data access service to ensure that data access requests are processed and responded to in a timely and consistent manner in keeping with agreed protocols Ensure that the data access service generates an appropriate level of income Ensure timely submissions of the required Information Governance related annual submissions, applications and amendments for approval by CAG, Research Ethics and other regulatory authorities (e.g., data sharing agreements) as appropriate for research and non-research purposes

Staff management and development Responsible for the direct line management of the Project Managers, DARS Project Manager, Clinical Data Auditor/Coordinator and PPE/Communications Coordinator Management of temporary staff within the project management team as and when required Responsible for recruitment, performance management and work allocation of the individual members of the project management team reporting to this role. Develop and review workforce plans and structure to ensure they remain responsive to the organisations needs Support the development of the skills and abilities of the project management team to encourage knowledge sharing and learning with respect to transformation, innovation and improvement Communicate the objectives, current progress and future developments at AGEM and NICOR to all delegated staff
