Operational Service Manager - South Sefton GP Federation - Full Time
South Sefton Primary Healthcare Ltd (GP Federation) is looking to recruit a full-time Operational Service Manager to work across all services. This will include the Enhanced Access Service, FCP, Sefton Acute Service and a host of further primary care services which are in development. This is an exciting opportunity for someone looking to work within a rapidly developing organisation, focused on improving access to healthcare for patients within the South Sefton.
The GP Fed's flagship service is Enhanced Access, which provides services out of Litherland Town Hall between 9am and 8pm weekdays and 9am to 5pm on Saturdays.
Whilst most of our patient-facing services operate out of Litherland Town Hall, the successful applicant will also be expected to work on site at our offices situated in the Biz Hub Bridgewater Complex in Bootle and may also have the opportunity for flexible remote working from home.

To ensure that the all South Sefton Primary Healthcare services provide a patient-centred service that meets contractual requirements and complies with all relevant legislation and regulations.
About us
South Sefton Primary Healthcare Ltd was established in June 2017 by local GP practices with a vision to support general practice through the provision of primary care services. We began providing our first service, GP Extra, in October 2018 and have continued to provide extended and enhanced access services to the whole of South Sefton ever since.
We work closely with all our healthcare partners including the ICB, PCN, GP practices and a variety of alternative healthcare providers. Operational Delivery - service management
- Ensure the Enhanced Access Service is delivered efficiently and effectively to the highest standards, in compliance with all relevant legislation and regulations.
- Ensure that the Enhanced Access Service is patient centred and caring.
- Ensure that the service is fully staffed, and the mechanisms for the recruitment of team members is ongoing.
- Comply with operating policies in support of service and organisational objectives.
- Manage the functionality of the EMIS clinical system and the supporting communication system for staff and partner staff involved in the Enhanced Access service.
- Ensure staff are fully aware of regulatory and legal requirements and their individual responsibilities.
- Establish reporting mechanisms for performance and quality indicators
- Communicate with general practice and health and social care partners to resolve operational issues.
- Liaise with the Business Manager and the Board about exceptional operational issues that may need to be addressed and resolved.
Operational Delivery - Clinical
- Ensure that the mechanisms to support direct patient care provide a consistent, safe and effective service.
- Ensure that Health and Safety, CQC and safeguarding standards, operational policies and good clinical practice are embedded in all service activities.
- Provide updates to the Medical Director to demonstrate delivery of standards for the service.
- Operate a philosophy of learning and continuous improvement in service delivery.
- Ensure that equality, diversity and inclusion issues are delivered.
Risk Management
- Identify potential risks and manage and monitor performance controls within the service.
- Ensure that the service is effective, safe, responsive, high quality and well-led - identifying and escalating risks and concerns promptly and effectively to the Director of Governance.
- Utilise established complaints and significant events processes to ensure they are used appropriately and lead to learning and service improvement.
- Ensure activities and services comply with organisational requirements for safety, quality management, confidentiality and data protection, safeguarding, duty of candour, general duty of care, and other statutory and legal requirements.
Financial Management
- Be accountable for expenditure relating to the service, delivering on-budget and demonstrating that value for money is delivered.
- Escalate exceptional expenditure for approval by the Business Manager or the Board.

- Carry out other duties as requested, commensurate with the grade of the post, which may involve responsibility to deliver activities to tight deadlines.
