Job summary

This role is being advertised by Midlands and Lancashire CSU on behalf of Lancashire and South Cumbria Integrated Care Board (ICB).

Subject to the passing of legislative proposals regarding changes to the Health and Care Bill this role will be employed by the new ICB for Lancashire and South Cumbria when established on 1 July 2022.

Main duties of the job

We are seeking an experienced and influential senior leader who is committed to delivering the four core purposes of the Lancashire and South Cumbria Integrated Care System, ensuring that the bespoke needs and aspirations of the Pennine Lancashire place are met. Through increased collaboration and integration, you will work with partners to deliver improved population health and wellbeing through tackling health inequalities, improving health outcomes and ensuring that our residents experience seamless health and care. The Pennine Lancashire Place Based Partnership will need to confirm their bespoke integrated place based plan for the future, unique to their area and this role will have an integral part in influencing and creating that with partners and ensuring that delivery is achieved.You will work as part of NHS and Local Government Executive Teams and will be able to quickly engage and gain credibility with our wide range of partners. You will bring extensive knowledge and executive-level experience of partnership working, sufficient to support the delivery of integrated working and transformational change in a complex and dynamic public sector environment. You will be comfortable operating autonomously across organisational and sectoral boundaries, both in placeand as part of the senior leadership of our health and care system.

For the past few years, health and care organisations in Lancashire and South Cumbria have worked together as part of the Lancashire and South Cumbria Integrated Care System. Integrated Care Systems (ICSs) are seen as the future of health and care integration in England, as indicated in the NHS Long Term Plan and the Government's White Paper on health and care reform. The document 'Joining up care for people, places and populations', published by the Department for Health and Social Care also sets out clear aspirations for the planning, commissioning and delivery of co-ordinated, joined up and seamless services, with a clear focus on the geography of place.As the health and care system in England enters this pivotal time in its history, we are recruiting Directors of Health and Care Integration who will provide collaborative executive leadership of our place-based partnerships. This is an exciting time for health and care and these roles will befundamental in helping to shape its future.The four core purposes of an ICS are laid out in Integrating care: Next steps to building strong and effective integrated care systems across England, namely to:

  • Understanding the needs of diverse populations and the strengths of different sectors, groups, networks, particularly how these can contribute to improving the health and wellbeing of the population
  • An awareness and appreciation of social justice and how it might apply within a place-based partnership
  • A deep understanding of the NHS triple aim (of improved population health, quality of care and cost-control), the Kark review, the NHS Long Term Plan, the NHS People Plan, Nolan principles and the Standards for members of NHS Boards and Governing Bodies in England
  • A good working knowledge of local government services and statutory obligations

Skills and Abilities

  • Ability to thrive and innovate in a complex and politically charged environment of change and uncertainty
  • Ability to set and agree strategy across multiple organisations or sectors that brings together and satisfies different perspectives

  • Considerable experience of navigating politically sensitive situations and environments and of engaging directly, and advising politicians (including MPs and Elected Members)
  • Significant experience of working with different sectors, groups, networks and building teams to deliver major transformation of public services and enhance services
  • Experience of improving services to result in better outcomes for residents and patients (
