Job summary

This role is being advertised by Midlands and Lancashire CSU on behalf of Cheshire and Merseyside Integrated Care Board (ICB). This role will be employed by the new ICB for Cheshire and Merseyside when established on 1 July 2022.

Main duties of the job

Cheshire and Merseyside Integrated Care System (ICS) is a highly complex organisation serving a population of over 2.5 million people across nine Places (Boroughs including local Authorities), 17 NHS Provider organisations, 51 Primary Care Networks (PCNs) plus North West Ambulance service as well as third sector and voluntary organisations. Cheshire and Merseyside are the third largest ICS in the country, and in regard to scope of organisations the ICS is double the size of the next largest ICS.

Integrated care systems (ICSs) are partnerships of health and care organisations that come together to plan and deliver joined up services and to improve the health of people who live and work in their area. They exist to improve outcomes in population health and healthcare; tackle inequalities in patient outcomes, experience and access; enhance productivity and value for money and support broader social and economic development in their area.

About us

In Cheshire and Merseyside, it has long been our ambition to improve the way health and care services work together, but bureaucracy has often made this challenging. With a population of approx. 2.6 million it is the 2ndlargest ICS footprint in England.The new Health and Care Bill sets out legislative changeswhich create a duty to collaborate and promote joint working across healthcare, public health, and social care.

We will take on statutory form following the implementation of legislation from July 2022 and will comprise an Integrated Care Board (ICB) which will take on the 9 Cheshire & Merseyside CCGs' functions and broader strategic responsibility for setting healthcare strategies for the system. The ICB will work with an Integrated Care Partnership (ICP) committee formed jointly with Local Authority Partners. Together the ICP and ICB will become the ICS. In effect, the reforms give us the opportunity to make our vision of working together to improve population health a reality. However, while legislation can help to create the right conditions, it will be our hard work that will make the biggest difference.

Within the C&M ICS there are 9 'Places'. By working together at Place, making shared decisions about how the local health and care resources can best be used, we know that we can drastically improve population health, delivering more joined up care, focused on a person's individual needs and providing them with the support to manage their own care.

Following the appointment of Christine Douglas as Director of Nursing & Care, we are now looking for an exceptional Nurse Leader to be our Deputy Director of Nursing & Care for Cheshire & Merseyside Integrated Care Board (ICB). We are looking for someone who lives the values of Cheshire & Merseyside ICS and can in supporting the Director of Nursing & Care enhance our Partnership, which is built on system working. As we enter the next period of development for our health and care system, we are seeking people with the humility, skills and professionalism required to lead in Cheshire & Merseyside. This means being able to demonstrate that you can make an impact on peoples health outcomes and address some of the most significant inequalities and unwarranted variations in care in England. Key to this is promoting equality and demonstrating a commitment to diversity and inclusion and tackling health inequalities as a leader.

We are looking for an experienced senior nurse who can demonstrate a compassionate and inspirational leadership style for our nursing, midwifery, AHP and care professionals and an ability to influence across organisational and professional boundaries. You will have a strong values base with a personal commitment to the values of the NHS Long Term Plan

You should be a nurse with current NMC registration as you will need to provide high quality clinical and professional leadership and will have designated responsibility for statutory and non-statutory functions that the ICB will need to perform.

  • Responsible for matters, statutory and non-statutory, relating to the nursing, midwifery and allied health professional workforce as determined by the Director of Nursing & Care
  • Responsible (Jointly with the Medical Directorate) for all matters, statutory and non-statutory, relating to the functions of ICB in respect of quality, safety and safeguarding
  • Responsible (jointly with the Medical Directorate) for all matters relating to the relevant professional colleagues across the clinical and care workforce employed by the ICB
  • Responsible (jointly with the Medical Directorate) for the development and delivery of the long-term clinical strategy of the ICB, ensuring this reflects and integrates the strategies of all relevant partner organisations within the Integrated Care System (ICS).
