Job summary

This role is being advertised by Midlands and Lancashire CSU on behalf of Cheshire and Merseyside Integrated Care Board (ICB). This role will be employed by the new ICB for Cheshire and Merseyside when established on 1 July 2022.

Main duties of the job

The use of Digital technologies is a key enabler to improving health outcomes and therefore the ICS is placing significant emphasis and priority on a Digital operation and set of system wide programmes that will:

  • Act as a key enabler to the delivery of national and ICS Strategic objectives.
  • Ensure system resilience, security of assets and information.
  • 'Level up' Digital maturity across Cheshire and Merseyside supported by appropriate financial investment.
  • Ensure Cheshire and Merseyside comply national and local policies including the Digital Transformation Plan for Health and Care and the What Good Looks Like guidance.
  • The role as Chief Technology Officer is a new role within the CDIO function of Cheshire and Merseyside ICB/S. The postholder will discharge both policy and statutory accountabilities relating to Technology strategy, Architecture and Live Services (including Cyber and Primary Care), There will also be a need to oversee enabling system governance such as the Digital Design Authority, Information Governance and Risk committees.

The Chief Technology Officer will also guide providers, networks and system capabilities towards a homogenous architecture overtime, to allow for C&M to fully exploit in future years data analytical capability. In this role the post holder will need to maintain learning and personal development to be a cutting-edge technology leader to allow C&M to fully exploit technological and digital opportunities.

In Cheshire and Merseyside, it has long been our ambition to improve the way health and care services work together, but bureaucracy has often made this challenging. With a population of approx. 2.6 million it is the 2ndlargest ICS footprint in England.The new Health and Care Bill sets out legislative changeswhich create a duty to collaborate and promote joint working across healthcare, public health, and social care.

We will take on statutory form following the implementation of legislation from July 2022 and will comprise an Integrated Care Board (ICB) which will take on the 9 Cheshire & Merseyside CCGs' functions and broader strategic responsibility for setting healthcare strategies for the system. The ICB will work with an Integrated Care Partnership (ICP) committee formed jointly with Local Authority Partners. Together the ICP and ICB will become the ICS. In effect, the reforms give us the opportunity to make our vision of working together to improve population health a reality. However, while legislation can help to create the right conditions, it will be our hard work that will make the biggest difference.

Within the C&M ICS there are 9 'Places'. By working together at Place, making shared decisions about how the local health and care resources can best be used, we know that we can drastically improve population health, delivering more joined up care, focused on a person's individual needs and providing them with the support to manage their own care.

Job responsibilities

The role of Chief Technology Officer will be varied and will adapt over time as both the ICB/S and CDIO function develops. However, the postholder is expected to fulfil the following key functions:

  1. ICS technology and digital advisor in the following areas to ensure the ICS delivers against its What Good Looks like ambitions and statutory requirements:
  • Tech and digital strategy and platform roadmap including ensuring CIO and provider adherence to digital and technical architecture and associated standards
  • 100% availability of systems and live services and improvement of digital experience coordinated with CIOs across region
  • Procurement at scale and alignment of key technologies across region to remove duplication and a consistent service model
  • Improve digital maturity of social care & third sector, including the tech strategy to bring whole care sector together and level up.

  1. To ensure statutory and policy obligations relating to Technical Infrastructure, Cyber and Information Security risk are met, including but not limited to:-
  • ensuring progress towardsnet zero carbon, sustainability and resilience ambitions by meeting theSustainable ICT and Digital Services Strategy (2020 to 2025)
  • making sure that all projects, programmes and services meet theTechnology Code of Practiceand are cyber secure by design.
  • overseeing system wide investment in modern infrastructure to retire unsupported systems.
  • leading all organisations within the ICB/S towards simplification of infrastructure by sharing and considering consolidation of spending, strategies and contracts.
  • Developing and testing a system-wide plan for maintaining robust cyber security, including development of centralised capabilities to provide support across all organisations.
  • Establishing a process for managing the cyber risk with mitigation plans, investment and progress regularly reviewed at ICB/S level.
  • Managing an ICS-level cyber security function, including a senior information risk owner and data protection officer (DPO)
  • Ensuring that national cyber servicesprovided by NHS Digital are fully used.
  • Ensuring that the organisations in your ICS are supported to comply with the requirements in theData Security and Protection Toolkitwhich incorporates theCyber Essentials Framework.
  • Establishing and overseeing the delivery of a clear system-wide process for reviewing and responding to relevant safety recommendations and alerts, including those fromNHS Digital(cyber), NHS England and NHS Improvement, the MHRA and the Healthcare Service Investigation Branch (HSIB).
