Job summary

NHS North of England Commissioning Support (NECS) works across the UK to support health and social care customers in meeting their strategic and operational challenges, improving outcomes, and increasing efficiency.

Our current customers include local authorities, Clinical Commissioning Groups (CCGs) and the forming Integrated Care Board, a range of healthcare providers, third and private sector organisations.

The Organisation Development team (OD) team is recruiting for an Equality, Diversity, and Inclusion lead. Based at our corporate headquarters in Durham, the role will lead the EDI agenda across NECS and provide support to the wider system, specifically Clinical Commissioning Groups and newly forming Integrated Care Board.

The post holder will require excellent project management skills and the ability to build relationships with key stakeholders both internally and externally.

Reporting to the OD & CI Manager, you will contribute to sustained change within NECS and external customer organisations around a large EDI agenda.

Main duties of the job

To be successful in this role you will need:

· Knowledge of legislation and compliance requirements – public sector and NHS experience would be advantageous

  • Experience of presenting information and delivering training packages using a variety of methods
  • Interpretation of employment legislation in policy procedure and practice
  • Experience of recruitment and retention initiatives linked to E&D
  • Partnership working with trade unions

· Experience in analysing qualitative and quantitative data, identifying themes and formulating action plans

· Experience in designing, developing, and delivering interventions and projects

· To be able to work well under pressure, managing conflicting deadlines and priorities

· Excellent stakeholder management skills

· Strong project management understanding and experience

Job responsibilities

The post holder will be responsible for managing the performance of a discreet section of the Organisational Development and Corporate Services (ODCS) team, and providing highly specialist advice to managers, staff and colleagues.

The post holder will have line management responsibility for staff delivering a specific ODCS service, and as such will be an authorised signatory for expenses.

The post holder will be part of the wider organisation and so may also be required to matrix manage other team members in relation to specific projects.

ROLE SPECIFIC RESPONSIBILITIES

Operational

· Performance manage the service, ensuring KPIs are consistently met or exceeded whilst attainting high levels of quality and accuracy

· Provide highly specialist advice and guidance to the organisation on HR/OD/Governance /Comunications matters

· Foster a culture of high standards within the team, ensuring excellent customer service

· Lead on specific projects, ensuring relevant projects plans are in place, and appropriately project managing to achieve deadlines

· Maintain a focus on continuous improvement; always working to achieve a better customer experience, improved efficiency, and better quality

· Develop and deliver specialisim specific training to internal and external customers, able to adapt the course, delivery method and style to best suit the customer and the desired outcomes

· Support in the development of bids and service specifications for new business opportunities

Communications

· Excellent written and verbal communication skills

· The post holder will require excellent communication skills, able to provide highly complex, sensitive and / or contentious information successfully, supporting the recipient in understanding the issues and next steps required

· Able to influence managers and stakeholders to an appropriate course of action

· Write and deliver presentations and training to large groups of staff, customers and stakeholders

Analytical

· The post holder will have strong analytical skills, able to review a range of qualitative and quantitative data from different sources, some of which may be conflicting

· Planning the practical implementation of ODCS strategies

· Understanding of project methodologies, stakeholder mapping and engagement

Information Technology, Systems and Resources

· The post holder will need to be computer literate, able to comfortably operate Microsoft Office applications, including Excel, to support the production of plans and reports containing statistical information

· The post holder will also be responsible for ensuring that service data is maintained, and ensure processes are place to monitor this and maintain accuracy

· Comfortable working with a range of specialist IT systems and software used to support team processes, contributing to the development, enhancement and user guidance for those systems

Policy and Service Development

· The post holder will be expected to propose amendments to policies and processes which will impact across NECS or customer organisations, and may be required to draft new policies and procedures

Financial and Physical Resources

· As a line manager the post holder will be responsible for authorising expenses, likely to be under £500 per month in total

· Day to day management of supplier contracts, escalating system / service issues to them, and ensuring the contract manager is kept appraised

· The post holder may also be required to approve timesheets for off payroll workers

Staff Management

· The post holder will undertake all line management duties in respect of their direct reports, including recruitment, appraisal, performance management etc.

· Act as a role model within the team

· Support colleagues in their development

Audit and Assurance
