Project Manager (ECO4)
NHS Greater Manchester Integrated Care
The closing date is 05 January 2025
Job summary
This is an exciting opportunity to provide core project support expertise as part of a multi-disciplinary workforce team embedded within the NHS GM Sustainability team working in collaboration with the GMCA GM Environment team.
The Energy Company Obligation (ECO4) Flexible Eligibility Scheme is a fully funded government scheme to provide whole house energy efficiency improvements to households which are low-income or otherwise vulnerable to the effects of living in a cold home due to medical conditions.
Greater Manchester Combined Authority (GMCA), working with all 10 Greater Manchester Councils, has put in place a list of three qualified installers to deliver free, fully funded whole house energy efficiency improvements funded by the ECO4 Flexible Eligibility Scheme.
The post holder will support the Greater Manchester ECO4 project and will be responsible for supporting specifically the accessing of this scheme by health professionals across Greater Manchester to support medically vulnerable residents living in energy inefficient properties. This role is critical for ensuring effective and timely delivery of Greater Manchester's carbon reduction targets, and supports the System response to fuel poverty and addressing health inequalities.
The ECO4 Flexible Eligibility Scheme is set to run for 42 months therefore this is a fixed-term position for 2 years, with the potential for extension beyond that point.
This post may be suitable for secondment opportunities.

To be the key point of contact for any NHS related queries from local Council and healthcare provider partners on the ECO4 Flexible Eligibility Scheme.
To work across all organisations in GM's health and social care community to support them to develop and adopt excellent approaches to referrals into the ECO4 project.
Undertake awareness raising with stakeholders and to embed the scheme across the system.
Ensure that change is managed effectively by working with relevant programme teams and key stakeholders within the business.
Liaise with NHS GM colleagues and key stakeholders to ensure visibility of the ECO4 project as part of wider work tackling health inequalities, such as the Fairer Health for All Framework.
