Job summary

The Greater Manchester system has significant challenges in the year ahead in achieving it statutory objectives including financial and performance indicators. Given the scale of these challenges and the pace at which we need to tackle them a recovery programme will be established.

This team will be the engine room for the programme. It will drive the development, delivery and reporting of key priorities.

The team will mobilise immediately so release from current roles will need to be on appointment. This programme has been agreed as a priority of organisational Chief Executive Officers.

Main duties of the job

The delivery team / PMO will be the driving force behind this programme.

The post holder will be responsible for providing senior leadership andexpertise to the finance and performance recovery programme by buildingand motivating team members to meet programme goals, adhering to theirresponsibilities and project milestones. This programme covers the ICS i.e.the ICB, providers and local authorities.

Job description

Job responsibilities

  • The post holder will be required to lead in the development, delivery and leadership of the programmes, working collaboratively with senior colleagues across the ICS partnership, including localities, system boards and ICB teams..
  • The post-holder will also work with senior colleagues and managers across Greater Manchester to develop and assure delivery of programmes of work which will attain recovery of our system finance and performance plan for 23/24
  • The post holder will manage the programme management office which will run the overall programme and service programme governance. It will ensure good practice in project delivery will be in place and leadership is appraised of progress and risks.
  • The postholder will be proactive in identifying and working up opportunities to deliver programme goals.
  • The postholder will have responsibility for maintaining a coherent programme plan and have full programme life cycle ownership: successful programme delivery will include full implementation from initiation to deployment for one major or several minor initiatives simultaneously
  • Ensure a robust delivery of reporting to programme governance by defining the programme's governance arrangements, including working groups, committees and senior leadership forums. Attend to present progress as required.
  • Responsible for developing strategies using complex data manipulation skills and data reporting skills.
  • Act as the main point of contact for the programme management office. To provide constructive challenge to programme development and delivery identifying mitigating actions where programmes are not on trajectory.
  • To work autonomously to pursue programme goals. The postholder will contribute to strategic and operational planning decisions. They will ensure that programme goals are in-step with ICS strategic direction.
