Main duties of the job
The Chief Commissioning Officer will play a key role within
the ICS in ensuring improvements in patient outcomes, service delivery and
commissioning functions that will creatively support the delivery of reduced
health inequalities and improvement in health and wellbeing, using population
health management approaches.
The postholder will be entrepreneurial and work across the system
and beyond (national and international) and with partners across industry,
research and academia to create a place where:
- Complex problems can be identified and addressed through facilitated discussion;
- The system can galvanise around complex issues to create new ideas, problem-solve together and test innovation; and
- Creativity is fostered and relationships built to facilitate learning and rapid dissemination of best practice at scale.
Working closely with Health Innovation Manchester and other
research and development networks, clinical networks and partners, the
postholder will be responsible for scouting and standardising market
research methods for novel ideas and insights; strategic innovation; promoting
open innovation both internally and with partners and stakeholders; and
introducing tools and processes that encourage creative thinking.

The Chief Commissioning Officer reports directly to
the Chief Executive and will:
As the Executive Director be responsible for the
commissioning of all services commissioned at the GM level, including acute,
community, learning disability and autism, mental health, specialised
commissioning and primary care.
- Oversight of delivery for cost improvement programmes
- Lead the Contracting Team as part of the commissioning
cycle.
- Lead the Adult Social Care Transformation Programme
Team, ensuring that this work connects into the broader delivery of the ICPs
strategy.
- Lead the ICP in the development of a
robust and ambitious system-wide health and care review, with a strategy that
will support improvements in the health of our population and reduction in
inequality.
- Lead
the co-ordination and review of direct commissioning responsibilities relating
to Primary Care.
The Chief Commissioning Officer will be
expected to:
- Draw on business intelligence and analytics as
well as experience insight and establish for the ICB a range of key strategies
and plans that will support effective delivery of the system strategy
addressing national and regional priorities, working closely with other
executive directors, clinicians and professional leaders.
- Ensure
the appropriate arrangements are in place for the management and exploitation
of Intellectual Property.
- Lead
transformational change and delivery at place and at a system level, working
effectively with health and care system partners, driving rapid implementation
of key service improvements in line with the NHS Long Term Plan and local
strategies to transform the GM system to consistently deliver high quality
services and support the reduction in health inequality.
- Identify
opportunities for collaborations with industry and work with partners in
research and development, to develop a plan for testing and implementing new
ways of supporting the health and care review, from delivery to improvement.
- Support
the development and delivery of the long-term plan and relevant strategies of
the ICB. The postholder will ensure this reflects and integrates the strategies
of all relevant partner organisations of the ICB, with a particular focus on
transformation, research and partnership to support the delivery of a shared
