Job summary

The postholder willprovide high-quality Project Management and Policy Development for the Greater Manchester WorkWell Partnership Vanguard and across a range of business areas within the Population Health portfolio.

NHS Greater Manchester has been accepted as 1 of 15 national DWP/DHSC WorkWell Partnership Vanguard sites.

The WorkWell Service will deliver evidence-based, low-intensity work and health support services to 8000 people who are at risk of falling out of work or who have stopped working recently because of their health. The GM approach will build upon existing locality provision and relationships, and has been co-produced and delivered in partnership with the GM Combined Authority, Local Government, the VCFSE Sector, and other key stakeholders.

Main duties of the job

KEY DUTIES AND RESPONSIBILITIES

Under the direction of a member of the Population Health Senior Management Team, the post holder will:

  • Lead on the development, implementation, and evaluation of the WorkWell Partnership Vanguard and other population health activities aimed improving health outcomes and reduce health inequalities.
  • Work with key stakeholders to co-design and implement new policy and strategy that relates to population health and inequalities, across a range of relevant business areas.
  • Take direct responsibility for the successful delivery of all elements of activities to agreed levels of time, budget, and quality.
  • Take on new responsibilities as need arises and show flexibility in managing a portfolio of population health activities.
  • Manage change effectively by working with relevant individuals, teams, and stakeholders.

About us

Integrated Care Systems (ICSs) are partnerships of health and care organisations that come together to plan and deliver joined up services and to improve the health and wellbeing of people who live and work in their area. Their purpose is to improve outcomes in population health and healthcare; tackle inequalities in outcomes, experience, and access; enhance productivity and value for money and support broader social and economic development in their area efficiency. This will be delivered in neighbourhood, place, combinations of places and GM system.

Population Health

The NHS GM Population Health function is responsible for ensuring that Population Health, Prevention and Inequalities are at the heart of everything that NHS GM does.

The function consists of four teams (Population Health System Development; Person and Community Centred Approaches; Environmental Sustainability and Healthcare Public Health).

The Population Health System Development Team has 4 key responsibilities:

  1. Lead a wide-ranging programme of activity that tackles the key causes of poor of poor health and health inequalities.
  2. Provide NHS GM leadership and technical expertise in Population Health and Inequalities.
  3. Work with key partners to shape healthy city-regional policy and strategy.
  4. Co-ordinate the GM Population Health governance structures.

  • Work with key stakeholders to co-design and implement new policy and strategy that relates to population health and inequalities, across a range of relevant business areas.

COMMUNICATION

Develop and maintain effective relationships with senior officers and other key stakeholders from a wide variety of partner organisations, ensuring clear and effective channels of communication.

Liaise with commissioning teams (commissioning, finance, performance, and quality etc.) to ensure a strategic and tactical approach to commissioning is taken.

Co-ordinate high levels of effective engagement with a range of partners, including the public, to ensure projects are effectively implemented and policies are appropriate and effective.

Undertake effective stakeholder mapping and engagement planning.

Work with a range of key stakeholders to further the programme ambitions.

Actively engage people and communities.

Build strong and meaningful relationships with the Voluntary, Community, Faith, and Social Enterprise (VCFSE) sectors.

INFORMATION RESOURCES, ANALYSIS AND DECISION MAKING

Provide and receive highly complex information including negotiating with senior stakeholders and groups on difficult and controversial issues.

Make decisions autonomously, when required, working to tight and often changing timescales.

Assess and refer on difficult issues to senior management, as appropriate

Produce options for resolution of highly complex issues to assist effective decision-making, monitor interdependencies and risks between projects and escalating risks of potential conflicts where necessary.

Take decisions on difficult and contentious issues where there may be several courses of action.

PLANNING & ORGANISATION

Work beyond organisational silos and provide system leadership

Support the coordination of a range of complex projects on time, to budget and of the right quality, ensuring that regular reporting arrangements are in place so that appropriate reports can be submitted to relevant boards and key stakeholders

Provide overall project management for a range of projects and activities, using effective methodology to ensure projects and activities are delivered on time, within budget and to the required standard.

Proactively utilise business management tools and solutions to effectively coordinate resources and individual project budgets and expenditure forecasts to ensure delivery of the project to an agreed budget and providing updates on a regular basis.

Effectively manage project risk through effective analysis, mitigation, and contingency planning.

Support the planning process for determining future priorities.

Support the development of funding bids to a range of funding sources.

Ensure that projects and activities are defined and that they contribute to the Partnerships organisational goals and programme ambitions.

Develop business cases as required and to agreed deadlines.
