Job summary

The People and Culture Directorate provides both the internal HR & OD function for NHS Greater Manchester and oversees the delivery of Greater Manchester's NHS People Plan and our broader People and Culture Strategy across health and care services within Greater Manchester. Main duties of the job

Act as a member of the People and Culture Function and People Services leadership team responsible for the delivery of the People and Culture Strategy, People Services Delivery Plan and NHS People Plan.

Working alongside the Assistant Director of People Services develop and embed new ways of working, improve people practices and implement high quality HR / OD policies, procedures and initiatives which have a positive experience for NHS GM employees at its core and support the development of integrated system working across localities and other key stakeholders.

Provide professional strategic HR / OD consultancy support across NHS Greater Manchester health and care services, ensuring expert and consistent advice and support to a range of stakeholders on complex HR issues, and a wide ranging, far reaching and challenging programme of HR, OD and change management projects which support the development of a functional and/or locality approach for NHS GM and key system partners at place and/or system board level.

Each Strategic People Partner will take a lead on a core HR portfolio which will range from managing a core transactional team (employment service centre or HR advisors) to supporting the senior leads either at place or function to taking a lead on a core HR project area eg: policy development, workforce inclusion or organisational change. Portfolios will change to meet the needs of the business in accordance with People and Culture Strategy and delivery plan.

Job responsibilities

Act as a Strategic People Partner to NHS GM directorates/localities and their senior teams to support the delivery of NHS GM strategic aims by fully understanding the people requirements and providing advice and guidance to identify HR/OD solution

Promote NHS GMs Vision and uphold its culture and values in all day-to-day activities and the delivery of services.

Contribute to the development of and implement an organisation wide workforce/people strategy ensuring business plans are taken into account. Ensure local and national priorities are addressed and ensure quality and productive outcomes.

Lead on the implementation of the workforce strategy within directorates/localities. This includes role redesign, skill mix reviews, vacancy management, management of redeployment and redundancy within budgetary requirements.

Drive the development of Locality workforce forums with key locality partners to develop a system approach to workforce development and integration at place.

Be the NHS GM people and culture ambassador at place or functions sharing, educating, embedding and raising awareness of key initiatives to enable localities to achieve the NHS GM and the ICS strategic goals.

Be accountable for the delivery of shared corporate responsibilities including contribution to Corporate Objectives, the People and Culture Strategy, People Services Delivery Plan and NHS People Plan.

Deputise for the Assistant Director of People Services, as required; Attend relevant networks, meetings and events and act as an ambassador conveying a positive impression of NHS GM and People and Culture function.

Work collaboratively with colleagues within NHS GM and across organisational boundaries to provide a professional and responsive HR / OD service.

Act as an advocate for change and support managers to identify and implement workforce modernisation, new ways of working and role design, and co-ordinate the implementation of people related change.

Act as an integral, visible and valuable member of the Locality / function Leadership Team.

Provide HR/OD support to senior managers across the Greater Manchester system offering specialist / expert advice and guidance on best practice Workforce, HR, OD and change management including organisation transformation, reorganisation, service redesign, TUPE transfers, strategy, employment law, policy development and employee relations

Implement HR / OD programmes and plans and support the delivery of major organisational change across NHS GM and localities. Manage interdependencies related to various projects / programmes of work, proactively manage risks, provide regular reports and raise any problems/issues in a timely manner ensuring projects are delivered successfully within available resources and agreed timescales

  • Educated to degree level of equivalent similar level
