Job summary
The Associate Director for EPRR is a key member of the GM extended leadership team and is responsible for providing strategic leadership and direction on the resilience of NHS services across the ICS.
As the Associate Director for EPRR, the post holder will support and deputise where required for the Accountable Emergency Officer (AEO) on emergency preparedness, resilience and response, ensuring effective system wide engagement with a range of key stakeholders.
Undertake on call duties as a subject expert in EPRR and or support local teams in fulfilling on call duties.
Undertake and maintain security clearance to an elevated level and be prepared to represent NHS GM EPRR at multi-agency and government level meetings. In conjunction with this, they will undertake leadership in the development of key policy in relation to EPRR on behalf of statutory partners and in contributing to the work of the Local Resilience Forum and Local Health Resilience Forum, working across category 1 and 2 organisations in the city-region, leading on the development of policy and guidance as appropriate.
Main duties of the job
- Support the corporate business continuity arrangements for NHS GM, including provision of specialist advice (where appropriate) on the maintenance of essential
- Responsible for the line management of the EPRR team including appraisals, people services matters etc..
- Support the management of budgetary implications of activity.
- Responsible for managing budget for service
- Support the delivery of any special projects as identified by the Chief for Population Health and Inequalities/Accountable Emergency Officer.
- Contribute to and maintain structured and supported on call rotas for NHS GM - ensuring that there is always access to a strategic director who is appropriately trained for their role.
- Provide assurance to the NHS England on matters of preparedness, resilience and response via the Chief Officer for Population Health and Inequalities.
- Ongoing development of processes to improve the patient experience and support to responders during and after major incidents building on learning from previous incidents
- Monitor the provision of the emergency response undertaken by Ambulance providers - including the provision of resources allocated for a response to a marauding terrorist attack (MTA).
- Work with other sub-regional commissioners on the provision of adequate EPRR resource across organisations.

- Specialist knowledge of EPRR gained at Master's Degree or equivalent experience of working at a senior level in the health EPRR specialist arena.
- Experience of project and programme management and improvement techniques and tools such as Prince 2, Managing Successful Projects or QSIR Practitioner
- Clinical Qualification
- Professional registration appropriate to the job requirements
KNOWLEDGE AND EXPERIENCE
