Job summary

Swansea Bay University Health Board is responsible for delivering integrated healthcare for South West Wales and provides tertiary, acute, intermediate, mental health, community and primary care services on a large scale to the people of Swansea, Neath Port Talbot and beyond.

We are seeking applications from high calibre senior estates and technical leaders to join the Capital and Estates team to shape and support service delivery within the Health Board.

Main duties of the job

Based at the Heath Board Headquarters at Baglan the post holder will report directly to the Director of Capital Planning and Estates.

As a very senior of the Capital and Estates team this post operates at a strategic level, with limited guidance and will be required to deputise for the Director in their absence within their portfolio of responsibilities.

The post will lead the long-term strategic delivery for all Estate Services, ensuring they are responsive to need and enable the delivery of Health Board long term strategic objectives. The Health Board Estates Strategy was completed and signed off by the Board in May 2024.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Essential

  • Master's qualification and current professional registration e.g. CIOB, MRICS, or Chartered Engineer relevant for this post plus professional knowledge, specialist courses over a range of disciplines e.g. Performance Management, Planning, Research, Workforce, Finance, Capital Planning and Delivery and Governance
  • Chartered membership of an appropriate professional body (e.g. Chartered Engineer; Surveyor; Builder)
  • Substantial track record of delivering complex change in a senior leadership role. In depth professional knowledge and application of key Welsh Government strategies, policies, and targets.
  • Extensive knowledge over a range of disciplines e.g. Strategic Estates Management; Finance; HR; Estate Management; Estate Statutory Legislation underpinned by specialist courses or equivalent experience. This level of knowledge would have been obtained over a significant period of senior management posts held within an NHS organisation.

Experience

  • Significant experience of Health and Safety legislation, practices within a Health Board
  • Experience of working with Board Members and Senior Executives and Senior Clinical Leads and developing business cases and managing and delivering complex capital projects.
  • Experience of successfully managing large and complex revenue budgets and resources through a variety of in house and external service providers. Advanced project management skills/experience with a history of delivering agreed projects to time, cost and quality.
  • Extensive professional experience of developing organisational policy and operational plans and proposals at corporate level in direct support of the Health Board.

  • Ability to interpret complex legislation and technical specifications and translate as policy and/or service development
  • Effectively managing and organising a wide range of complex services throughout the delivery unit ensuring clear and unequivocal focus on quality and safety, Plan strategically to improve services
