Job summary

An exciting opportunity has arisen within the Public Health Team, Swansea Bay University Health Board, for an Associate Director of Population Health Programme Development, initially for a 12 month fixed term.

This is a new role, which will be critical in leading the design and development of systems and processes that move public health from the periphery to being embedded within Swansea Bay University Heath Board's (SBUHB) future way of working & delivery, supporting its transformation to become a population health-orientated & competent organisation.

We are co-designing our first ever Population Health Strategy (PHS), based on the Marmot policy objectives, that aims to reduce health inequity and prevent ill health in the Swansea Bay population. The PHS focuses on the collective actions of a wide range of partners, alongside the Health Board, needed to tackle health inequalities. This includes, for the UHB, its role as a healthcare provider and commissioner of services and the contribution these activities can and should make to prevent ill health, as well as the UHB's contribution as an employer, anchor institution and through working in partnership with others.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Main duties of the job

This new role will play a critical role in helping the HB develop a prevention first & whole clinical pathway design way of working; translating the PHS aspirations into achievable actions that deliver tangible results; ensuring delivery & progress against Welsh Government expectations whilst achieving the best for our population.

Swansea Bay UHBcovers a population of around 390,000 in the Neath Port Talbot and Swansea areaswith a budget of around £1bn. The health boardemploys approximately 12,500staff and has three major hospitals, Morriston, Singleton and Neath Port Talbot, providing a range of services. We also have a community hospitaland primary care resource centres providing clinical services outside the main hospitals.

The transfer of the local public health team from Public Health Wales to SBUHB on 1st October 2022 has provided us with an opportunity to review & consider the skills, capabilities and strengths we believe will set us up for success. This work is still ongoing and so it is an exciting time to join an expanding team.

The Associate Director will be expected to work alongside the Health Board's Executive Directors and their teams, Clinical Leads, Service Delivery Group Directors and a range of both NHS and external partner organisations, as part of developing a system-wide leadership approach to the implementation of the PH Strategy.

A detailed work plan will be drawn up with the Executive Director of Public Health upon appointment.

The Associate Director of PHPD is a new role and will be critical in leading, with a high level of autonomy, the design and development of systems and processes that move public health from the periphery to being embedded within the Heath Boards future way of working & delivery, supporting its transformation to become a population health-focussed & competent organisation.

The post holder will play a critical role in helping the HB develop a prevention first & whole clinical pathway design way of working; translating the PH Strategy aspirations into achievable actions that deliver tangible results; ensuring delivery & progress against Welsh Government expectations whilst achieving the best for our population.

In order to ensure the priorities of the Population Health Strategy (PHS) are enabled fordelivery through the organisations IMTP, the Associate Director of PHPD will generate solutions to cross-cutting and complex policy challenges, working through and with the different service groups & corporate functions which are primarily focused on meeting current demands and pressures as we emerge from the pandemic and implement our 3 centres of excellence model.

Mental health and learning disabilities services are provided both in hospital and community settings. We have the Welsh Centre for Burns and Plastic Surgery at Morriston Hospital which covers south and mid Wales as well as the south west of England. Our forensic mental health services are also provided to a wider community, extending across the whole of South Wales. The HB commissions services from GPs, opticians, pharmacists and dentists across the area.

The post holder will have excellent leadership, communication, planning and organisation skills and have a strong background in establishing programmes with sound performance reporting, governance and assurance processes embedded and experience of managing teams across large & complex programmes.

As a member of the Senior Management Team, the post holder will support policy development and operations by developing and implementing improved internal and external assurance processes, systems and corporate governance to ensure grip on delivery of our key performance indicators, key deliverables and change programmes.

The Associate Director will be expected to work alongside the Health Boards Executive Directors and their teams, Clinical Leads, Service Delivery Group Directors and a range of both NHS and external/other partner organisations as part of developing a system-wide leadership approach to the implementation of the population health strategy.

Essential

  • Educated to Master's level in population health, health care, business management, strategy development or relevant equivalent level of experience
  • Extensive knowledge over a range of disciplines e.g. Strategic Planning, Business Planning, Commissioning, Clinical Service Design, Financial Management, HR underpinned by specialist courses or equivalent experience. This level of knowledge would have been obtained over a significant period of senior management posts held within an NHS organisation.
  • Must have an understanding of the background to and aims of current healthcare policy

Desirable

  • Understanding of healthcare & public health system in Wales
  • Professional Programme / Project management qualification
