Job summary

Are you a senior nursing or midwifery leader who is committed to improving quality and patient experience across a complex healthcare system? Can you provide confident professional leadership while contributing fully to the strategic direction of a unitary Board?

We are seeking an Executive Director of Nursing, Midwifery and Patient Care to join Cwm Taf Morgannwg University Health Board. This is a critical Board role with professional responsibility for more than 6500 registered and non registered staff across primary, community, mental health and acute services. It offers the scope to influence care at scale and to support meaningful improvements for the 450 000 people we serve.

You will provide visible leadership for nursing, midwifery and the healthcare support workforce, ensuring high standards of practice, a strong focus on quality and safety, and consistent professional accountability. Working as part of the Executive Team and with clinical and operational colleagues across the Health Board, you will develop strategic priorities, support effective governance, and help drive sustainable service transformation.

Main duties of the job

The portfolio includes executive leadership for safeguarding, infection prevention and control, patient experience, clinical governance, research, volunteering and the Putting Things Right process. You will also play a key role in promoting learning, strengthening workforce planning, and creating the conditions in which colleagues can develop and thrive.

Job responsibilities

As Executive Director of Nursing, Midwifery and Patient Care you will:

  • Provide professional leadership to nurses, midwives and healthcare support workers, setting clear expectations for standards of care, behaviour and accountability.
  • Act as the principal source of professional advice to the Board on nursing, midwifery and the wider quality agenda.
  • Lead the development and delivery of a culture of continuous improvement, ensuring that learning from incidents, concerns and claims informs practice.
  • Hold executive responsibility for safeguarding and infection prevention and control, working with partners across the system to meet statutory duties.
  • Oversee the Putting Things Right process and ensure a timely, fair and patient centred approach to concerns.
  • Work with the Medical Director and Director of AHPs and Health Science to ensure robust clinical governance arrangements across Care Groups.
  • Lead strategic workforce planning for the nursing and midwifery professions, working with universities, HEIW and the Director for People.
  • Champion professional development, new roles and career pathways, supporting recruitment, retention and staff wellbeing.
  • Ensure effective management of nursing resources, including compliance with the Nurse Staffing Act and initiatives to reduce reliance on temporary staffing.
  • Contribute to the long term strategy of the Health Board and play an active role in NHS Wales at national level.

We are looking for someone who is:

  • A registered nurse or midwife with substantial senior leadership experience and evidence of continued professional development.
  • Experienced in working at Board level or in a role with equivalent strategic responsibility.
  • Skilled at leading large, multisite teams with a strong track record in quality, safety and service improvement.
  • Able to work collaboratively across professions and organisations, with credibility among clinicians, partners and regulators.
  • Knowledgeable about clinical and corporate governance, workforce development, and the professional agenda across primary, community, mental health and acute settings.
  • A values based leader who models integrity, openness and inclusive behaviours.
  • Confident engaging with patients, communities and staff, including in challenging situations.
  • Committed to developing others and to creating a culture where colleagues feel respected, supported and able to speak up.
