Job summary

As the Senior Emergency Preparedness, Response and Recovery Officer you will work closely with the Civil Contingency Manager and be based in the new Emergency Preparedness, Response and Recovery team. You will liaise across all Cwm Taf Morgannwg University Health Board activities to support the development, maintenance and review of the resilience management, strategic risk assessments, emergency planning protocols and corporate business continuity plans.

Key areas of work will include:

  • Emergency Preparedness, Response and Recovery (EPRR) including training.
  • Business continuity management planning.
  • Pandemic response planning.
  • Infectious disease outbreaks prevention and response planning.
  • Local Authority engagement.
  • Environmental health protection issues.

The successful candidate will also work with a range of organisations across South Wales reviewing and exercising multi agency business continuity and emergency plans.

Main duties of the job

The post holder will contribute to the co-ordination and implementation of the UHB business continuity planning, and support operational directors with regard to development, review and exercising of business continuity and emergency plans, planning, implementation and evaluation of a range of health protection programmes and initiatives in line with agreed local and national needs and priorities, including emergency preparedness.Specifically, the post holder will be responsible for working as part of the UHB's Emergency Planning and Business Continuity Team to fulfil its Civil Contingencies obligations in relation to the Civil Contingencies Act (2004). Areas of work will include oversight of one or more of the following areas:o Emergency Preparedness, Response and Recovery (EPRR) including training.o Business continuity management planning.o Pandemic planning and response.o Chemical, Biological, Radiological and Nuclear incidents response.o Infectious disease outbreaks prevention and response.o Antimicrobial Resistance.o Local Authority engagement.o Environmental health protection issues.In the event of a significant Major Incident or Health Protection incident or outbreak, the post holder will be required to be flexible and assist in any Major Incident or health protection response as identified by the Civil Contingencies Manager/Assistant Director of Transformation.

Prepare reports, reviews and presentations on the achievements/outcomes of emergency planning programmes for the Director of Strategy and Transformation and Assistant Director of Transformation, CTMUHB, other partners and funding bodies. Support the prevention/promotion/protection agenda in being at the forefront of key strategies and programmes that impact on the health and wellbeing of the population. Develop action plans to support EPRR programme delivery at a local level. Establish/participate in local multi-agency partnerships and meetings arising from emergency planning and resilience, representing the UHB from a public health emergency resilience perspective alongside health protection team colleagues at tactical command during incidents and exercises Proactively engage with the media regarding the promotion and protection of health to large groups of people, within clearly defined protocols. Provide training and leadership to support groups, communities and organisations to identify their health needs, formulate plans to address their needs. Provide specialist advice, training and support to enable other workers and organisations during emergency situations/incidents. Support the Director of Public Health in providing public health advice, support and leadership, especially in responding to major incidents.
