Job summary

The post holder will be part of the Value Based Health Care Team within Cwm Taf Morgannwg University Health Board (CTMUHB) and in particular will lead & manage the Value Based Healthcare Programme (VBHC) projects and work streams of high complexity and risk, ensuring that projects produce the required benefits, to the required standard of quality and within the specified constraints of time and cost.

Main duties of the job

The VBHC Portfolio Manager will be responsible for leading & managing the quality, performance management and delivery of VBHC projects for the full programme lifecycle from strategic design to project close and evaluation. Ensuring all projects and work streams are properly structured, reported on and tracked in order to deliver programme outcomes and benefits.

The role will report to the Head of VBHC, with considerable freedom to act. As such, they will be expected to contribute to both Health Boards performance, and to influence across both Health Boards and partner organisations towards achievement and implementation of Health Board's key objectives. This role will also be required to deputise when Head of VBHC is away.

The VBHC Portfolio Manager will play a crucial role within the wider iCTM Directorate, and is expected to also support other aspects of the wider team's work programme.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

VBHC Portfolio Manager will be responsible for:

  • Working closely with Executives / Senior Managers and Clinicians across the Health Board to plan and implement the specific projects within the portfolio, ensuring alignment of transformational programmes with the delivery of the Health Boards strategic objectives, including the achievement of financial balance.
  • Managing and leading large and complex projects in line with corporate strategy, standards and ethos to meet business needs. Use & knowledge of technical disciplines to describe projects with clear scope, plans and responsibilities.
  • Working closely with the Head of VBHC and Improvement and Innovations senior management team to ensure a coordinated approach to design the strategic framework and policies for performance and programme management and infrastructure for the programme providing support to operational teams in adopting VBHC project management practice as appropriate.
  • Identifying conflicts and negotiate priority-based decisions with senior stakeholders. Providing guidance and strategic input and leading challenging discussions to achieve collective objectives particularly where there are barriers to understanding or acceptance by using tact, diplomacy and persuasion to gain stakeholders support.
  • Ensuring that decisions around the portfolio are evidence based and deliver benefits for patient outcomes, sustainable services and allocative & technical value.
  • Leading on the development, in collaboration with key stakeholders on the overarching programme planning and developing detailed work stream plans to support delivery of projects.
  • Balancing workload, providing technical and analytical guidance and direction to project team, including scheduling, assignment of work, review of project efforts and removal of roadblocks which inhibit project success.
  • Managing exceptions, slippage and issues of priority and initiate extra activities wherever gaps in the project/portfolio are identified.
  • Developing and communicating VBHC portfolio progress reports and identify and synthesise key information to support the maintenance of portfolio level reports and convey complex ideas to client, third party providers and senior stakeholders in an easily accessible format. Where necessary, preparing submissions for senior managers.
  • Manage, motivate, persuade and influence multiple stakeholders and patients to ensure the timely completion and delivery of programme / project outcomes.
