Job summary

The primary purpose of the role is to provide support to Cwm Taf Morgannwg University Health Board's (CTMUHB) Core Learning and Systems Learning and Development Partner and the wider People and Culture teams in the development and delivery of Core Learning programmes and initiatives.

Annex 21

The post holder will be required to undertake up to a 19 month training programme upon commencement of this Apprenticeship, with an aim to attain an NVQ Level 4 Information Advice and Guidance.

It is a requirement of the contract to achieve this qualification.

During this training period, salary will be paid in accordance with Annex 21 of the Terms and Conditions as follows:

Year 1 of the training period will be paid at 70% of the top of Band 4 pay scale and Year 2 of the training period will be paid at 75% of the top of Band 4 pay scale.

Upon successful attainment of the qualification, the post holder will automatically move to the bottom of the Band 4 pay scale, as they will then meet the full KSF outline of this Band 4 role and be expected to undertake all duties within this Core Learning and Systems Learning and Development Co-ordinator job description.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Main duties of the job

The post holder will assist and support with the Learning Administration functionality within ESR (Electronic Staff Record) and provide support and training delivery associated with ESR (Learning Administration) and Core Learning.

Aside from Core Learning, the post holder will support the Core Learning and Systems Learning and Development Partner in providing timely compliance reporting and administration of Learning and Development (L&D) activities and on occasions provide training on a range of L&D activities.

All of these activities are aimed at raising education and awareness of Core Learning, in turn raising compliance across the Health Board.

The post holder will work autonomously to clearly defined occupation policies and procedures.

Job responsibilities

Core Learning Activity

Co-ordinate L&D Core Learning events and arrange facilitators for Core Learning training activity.

Where appropriate, plan and deliver Core Learning training to small audiences.

Develop and maintain up to date subject-specific Core Learning user guides to support staff.

Ensure user guides are accessible to staff via SharePoint.

Support the Core Learning and Systems Learning and Development Partner in delivering L&D interventions within the Health Board. This includes assisting with room booking and co-ordinating diaries and calendar invites.

Promote and recruit ESR E-learning Champions, maintaining a database and distribution list.

Provide training to new ESR E-learning champions as required along with providing support to existing Champions.

Maintain a system support helpdesk to support staff with Core Learning/E-learning queries providing timely and responsive feedback, escalating matters and making recommendations to the Core Learning and Systems L&D Partner.

Process Inter Authority Transfers (IATs) and Competency Profile Update (CPUs) within 14 days of receipt.

Maintain a database to record new ESR positions being created each month, working with the Core Learning and Systems L&D Partner to coordinate the addition of training requirements.

Liaise with Subject Matter Expert (SMEs) on a monthly basis to ensure that ESR positions have the correct training requirements against them.

Co-ordinate and process appeals from staff which address ESR positions with incorrect training requirements, liaising with SMEs in the agreed format and timely manner. Highlight and report changes that provide an auditable record to inform future change.

Update staff training requirements using Career Management on ESR as directed by relevant SME. This could be either manual updating or complete a template for bulk uploading.

As directed by Core Learning and Systems Learning and Development Partner, provide support when training requirements are being reviewed i.e. run reports and update ESR.

Support the Core Learning and Systems Learning and Development Partner in establishing partnerships with Health Board Colleagues, NHS Wales Shared Services and other departments outside of Cwm Taf Morgannwg University Health Board.

Prepare and distribute relevant Core Learning communications and updates to appropriate staff e.g. People Services and SMEs.

Act as a secretary to the Core Learning Steering Group Meeting and provide a record of decisions/discussions.

Provide feedback and recommended improvements to the Core Learning and Systems Learning and Development Partner related to L&D systems.

Provide front line support to staff using the helpdesk, assisting staff and answering queries in a timely manner related (but not limited) to Core learning, E-learning and PDR.

Compliance and Reporting for Core Learning

As directed by the Core Learning and Systems Learning and Development partner, compile and distribute timely monthly compliance reports that contribute to the workforce development metrics.

Provide routine and/or ad-hoc reports and analyse as directed by Core Learning and Systems Learning and Development Partner.

As required, analyse data to establish patterns and trends, supporting the Core Learning and Systems Learning and Development Partner to pinpoint key areas e.g. departments with low compliance.

Learning Administration

Assist with the creation of new courses within the ESR system, ensuring the accurate and timely uploading onto OLM.

Provide training support to end users of ESR as directed by Core Learning and Systems Learning and Development Partner e.g. troubleshooting on OLM Course admin and all aspects of ESR Self Service. Ensuring the data on the system is maintained accurately and that high standards of data quality are met.

Provide training, as directed to new users to Learning Administration/Class Administration and refresher training as required.

Provide access to ESR to external learners ensuring that appropriate access is given in line with guidance, updating the access and permissions of current users as necessary.

Ensure the accuracy and integrity of training data specifically within the Learning Catalogue.

General

Create e-learning packages (as directed by Core Learning and Systems Learning and Development Partner) and liaise with the Subject Matter Expert for each package with regards to content, design and appearance.

Support and participate in system testing of ESR learning functionality.
