An exciting development opportunity has arisen for a fixed term or secondment position as a Band 7 within the Families and Children's Care Group. The start date being as soon as possible, with the end date being 31st March 2024 due to Welsh Government funding.
The post is funded via Cwm Taf Morgannwg (CTM) Early Years Transformation Programme. The Transformation Programme looks to improve early years' services through collaboration of partners from health, local authority and 3rd sector services, to deliver preventative services for families with children aged 0-7 years. The Transformation Programme works to ensure that children and families from across the CTM region benefit from a regional approach to the design, commissioning, implementation and evaluation of services that impact on their lives.
We are looking for a well-motivated, enthusiastic individual to join our team as a Parent-Infant Relationship Project Manager with a background in multi-agency projects hosted within the Merthyr-Cynon Health Visiting service and based flexibly between home and at Keir Hardy Health Park, Aberdare Road, Merthyr Tydfil, CF48 1BZ
The successful applicant will deliver parts of the regional CTM Early Years Transformation business plan, leading the development of a regional integrated approach for parent-infant relationship services, regional pathway planning, cross-sector training and education plans and reporting to regional partners and Welsh Government.
Main duties of the job
The successful applicant will need to use their expertise and knowledge to;
- motivate and support senior stakeholder buy-in to developing a regional parent-infant relationship service;
- improve multi-agency planning and co-ordination of parent-infant relationship services, education and training;
- support the planning and delivery of workforce development across early years' provision in CTM;
- increase service capacity and capability to deliver parent-infant relationship.
This is a key role in the Cwm Taf Morgannwg (CTM) Early Years Transformation Programme as we continue to deliver its strategic objectives.
This post is fixed term/secondment for 18 months to meet the needs of the service.

The Project Manager will:
- Co-ordinate the multi-agency steering group meetings, preparing presentations of potentially sensitive or contentious information and working with the Chair to ensure collaboration and joined up communication between its members.
- Ensure good join up with other relevant local initiatives and represent the parent-infant relationship regional work in various meetings.
- Consult stakeholders about the development of a specialised parent-infant relationship service, identifying potential barriers and enablers. This needs to be specific and include articulating the resource and capital needs of such a service, identifying potential delivery venues and detailing the wider implications and impacts for connected services and policies.
- Collate and/or develop assets to support the development of a specialised parent-infant relationship team (e.g. service specification, job descriptions) through leading the collaborative multi-agency development of the regional service model.
- Work with multi-agency partners to lead the development a region-wide parent-infant relationship pathway inclusive of appropriate service specification, policies and SOPs as required. This will involve collecting information, engaging stakeholders and facilitating discussion to create a mutually acceptable pathway.
- Work with service managers to audit workforce strengths and needs, to inform development of a strategic workforce development plan. Identify those practitioners with Level 3 (AiMHUK) competencies who can contribute towards new capacity-building activities across the region.
- Contribute to the planning and co-ordination of workforce development in health, social care, education and the voluntary sector including supporting the development and delivery of relevant information, education and training opportunities for the broad range of stakeholders engaged in parent-infant relationship service delivery.
- Create and manage a detailed plan of work to progress the multi-agency steering groups ambitions. This might include work to ensure IT systems can better record and report parent-infant relationship help and support (for example, being able to link parent and infant records).
- Ensure the voice of the voluntary sector is included in the project plan and development work.
- Ensure the voice of local parents are included in the project plan and development work.
- Provide the steering group with evidence briefs (e.g. THRIVE and NEST based frameworks) and options appraisals based on analysis and interpretation of relevant performance data, national and best practice service models, and relevant capacity and demand data to enable evidence-based decision making.
- Act as the first point of contact for any queries about the Parent-Infant Relationships (PIR) developments, so will need a detailed understanding of the vision, governance and day to day progress across the project work.
- Engage effectively with stakeholders to better understand their requirements and support needs to develop appropriate solutions/improvements based on complex analysis of data and situational information and development of a range of options for consideration.
- Support service leads and managers to develop their own project plans to deliver improvements in parent-infant relationship help and support, including in assessment practices and in their written information to families. This includes helping them plan, collect and analyse data about the impact of any changes.
- Collect, analyse and report data to EYTB and Starting Well Strategy Group about how many children under 2 are being seen by various services (e.g. through self-audit and partners information management systems) to inform the commissioning of strengthened parent-infant relationship help and support.
- Update the service mapping grid at reasonable intervals so that the EYTB and Starting Well Strategy Group have oversight of the regional offer to children under 2 and their families.
- Negotiate with practitioners, managers and commissioners on issues that have significant impact on the quality and quantity of parent-infant relationship services, challenging practices and established processes, and always advocating for the rights and needs of very young children.
- Gather, analyse and present information and data about all relevant development activity across the CTM region so that it can be used to inform the work and plans of the steering group and EYTB.
- Understand the relevant policy ambitions of local and national decision makers and how these can inform the development of local parent-infant relationship help and support with reference to understanding the wider system of support available and the impact the new regional model will have on existing services, pressures and delivery models.
- Ensure the ambitions and progress to strengthen parent-infant relationship help and support is communicated to a wide range of stakeholders in appropriate and effective ways, including how this work links with other local initiatives, including consultation with local parents.
- Provide guidance to operational teams about parent-infant relationship help and support and signpost to other sources of evidence, information and advice inclusive of development and delivery of template policies, pathways, public and staff information, education and training material for the broad range of early years stakeholders.
