Job summary

This post is advertised as a Band 6 and ideally candidates for this role must have achieved the Institute of Risk Management (IRM) Certificate in Enterprise Risk Management. However applicants who do not currently hold the qualification for the role are encouraged to apply, and if successful, will need to attain the qualification within 12 months and will be appointed under the All Wales Annex 21 rules. You will be supported by a development plan (during the first year payment will be 75% of top of Band 6 pay), and following successful completion of the IRM Certificate in Enterprise Risk Management, alongside passing the supporting competency framework, the post holder will then be paid at Band 6 (minimum point on the scale). Failure to achieve the qualification and required competencies in the designated timeframe could result in re-deployment.

We are offering an exciting opportunity for either an already qualified risk professional, or an individual who has the aptitude, ability and desire to be trained, to become an integral part of the Assurance and Risk Team.

As part of the team, you will support the organisation in undertaking assurance and risk activities by using a business partnering approach across our operational and corporate services, and supporting the development and implementation of robust governance processes and systems.

Main duties of the job

The post holder will support and work collaboratively with operational delivery teams and corporate directorates to develop and embed a risk consciousness and culture within the Health Board, and drive the delivery of the assurance and risk agenda to support the achievement of organisational objectives, delivery of safe and effective services and compliance with legislation and standards.

The post holder will be a positive role model and have a broad knowledge and technical understanding of risk management and assurance, have excellent communication and organisation skills, as well as the ability to work on their own initiative.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 11,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services for around 384,000 people across a quarter of the landmass of Wales. Contribute to the development of the Risk Management Framework for the Health Board that enables the risk management process to be fully enacted within the Health Board, therefore providing assurance to the Board that significant risks are being identified, assessed and managed effectively and appropriately.

Act as an expert technical resource, providing timely and high quality advice and information on assurance and risk to Senior Managers

Facilitate a risk aware culture and provide expert advice and support in the identification and assessment of risk, to support the organisation in achieving its objectives, delivering safe and effective services and compliance with legislation / standards.

Quality assure risk assessment from operational delivery teams and corporate directorates, providing constructive feedback where necessary

Develop effective business partnership working with colleagues from operational delivery teams and corporate directorates to support risk management and assurance activities, and ensure that they are used to inform service improvement initiatives and implementation.

Working collaboratively with colleagues from operational delivery teams and corporate directorates to track the implementation of recommendations raised by auditors and regulators, and the delivery of Welsh Health Circular and Ministerial Direction requirements

Produce and deliver in-house training sessions to Health Board staff.

  • Knowledge of corporate governance frameworks and evidence based assurance systems
