Job summary

We are looking to recruit an exceptional Assistant Director Mental Health who has a proven track record of successfully delivering a complex portfolio.

The successful candidate will display natural leadership, drive and determination and will have successfully delivered a complex portfolio. They will display outstanding communication, negotiating and influencing skills that will support clinical and non-clinical staff to develop truly rural solutions for our planned important service developments.

Main duties of the job

o Develop and deliver the multiagency strategy Mental Health and Wellbeing Strategy to improve the Mental Health andLearning Disabilities of local people.o Implement the Transformation agenda and new delivery model for Powys, ensuring the safe and effective operationalmanagement of integrated Mental Health and Learning Disabilities (MH&LD) services (for adults of all ages).o Commission safe and effective MH&LD services (for adults of all ages) provided by neighbouring Health Boards, NHS Trusts(in England and Wales); the independent sector; and the third sector.o The post holder will be a senior manager within PTHB and be a key member of the Primary, Community Care and MentalHealth and Learning Disabilities Management Team, responsible for leading and delivering the operational management ofthe Directorate.o Provide leadership, strategic and professional management combined with operation responsibility for MH&LD).o Key functions of the post holder include operational management including the delivery of performance against targets,planning and delivery of service strategy, organisational development, financial management and the management of risk.o Manage the MH&LD budgets; ensuring plans are in place to meet service targets and deliver service improvement.o Provide vision and leadership in the development and implementation of the MH&LD agenda.

  • Educated to master's degree or equivalent level of experience
  • Evidence of CPD
  • In-depth knowledge of the legal and policy framework for Mental Health and Learning Disabilities services
  • Understanding of sustainable development policies
  • Knowledge of NHS operational and strategic service issues in Health and Social Care
  • Knowledge of commissioning approaches / cycle
  • Knowledge of project and programme risk management techniques
  • A highly strategic thinker with ability to influence at all levels
  • Participate in Mental Health On-Call rota

Desirable

  • Knowledge and experience gained in relevant doctorate level of experience
  • Registration with a relevant professional body

Experience

  • In depth professional knowledge of Mental Health and Learning Disabilities services and management including financial management, performance management, information systems, staff management, estates and service planning gained through both managerial knowledge / experience and management courses
  • Previous personal responsibility for delivering major service change programmes
  • Experience of assessing service performance in integrated services
  • Experience of working with Welsh Government Policy development
  • Demonstrate areas where change has been initiated, managed and implemented successfully
  • Experience of staff leadership, management and staff development and performance appraisal
  • Significant experience of managing staff from different disciples and professional bodies
  • Experience of Commissioning
  • Significant experience of working with staff, trade unions, and staff associations
  • Practical experience of NHS or multiagency planning and investment appraisal
