Organisational Development Practitioner - (Leadership, Learning and Development)
Betsi Cadwaladr University Health board is embarking on a long-term system wide approach to develop its Culture, Leadership and Engagement. To support this work and other key organisational development priorities we are looking for someone with Organisational Development/learning and development/facilitation experience who will support us in helping to build the capability of our workforce in alignment with our organisational values.
As the organisation strives to develop a compassionate and inclusive culture, the successful candidate will play a key role in developing and delivering key elements within the Integrated Leadership Development Framework (ILDF) including designing, delivering and evaluating Leadership & Management development programmes as part of the framework, and contributing to the delivery of other key learning and development interventions including: corporate induction, our People Managers Forum, a Leadership Alumni and specific bespoke workshops to support staff and the organisation to improve performance.

Main duties of the job
As a member of the OD team the post holder will contribute to the design and delivery of people and organisational development strategies, processes and interventions that help create a culture of learning and support the development of a competent, capable and agile workforce. The post holder will work across the organisation to manage, coordinate, and deliver agreed organisational development, in particular leadership and management development interventions in response to organisational challenges and demands
In addition, the post holder will have responsibility within the team for particular work streams/projects as well as supervising responsibility of OD Officer and other staff within the OD team as required. The post holder will be required to work with a high degree of autonomy, self-management and professionalism, working closely with a wide range of partners, both within and outside of the organisation. The post holder will be responsible for reporting progress on work portfolio, ensuring targets are met, and risks identified and managed, and financial balance is achieved.
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Taking a leading role in developing and implementing key elements of the Integrated Leadership Development Framework as part of organisational priorities including:
Establishing and leading on the People Managers Forum
Designing, delivering and evaluating Leadership & Management development programmes as part of the Framework
To undertake diagnostic exercises e.g. surveys, focus groups, workshops to identify the existing organisational culture(s).
Develop, facilitate and evaluate L&D/OD interventions e.g. leadership and/or management, team working, appraisal, coaching, engagement, talent management, etc to ensure delivery against and achievement of the People and OD Strategy.
Produce reports/briefing papers and written communications for the Head of O&LD and Senior Organisational Development Managers on L&D/OD related activity
Identify best practice L&D/OD thinking and evidence for sharing with the OD team and Integrated Health Care Teams, Pan Services and Corporate departments.
Translate national workforce policies and strategies in order to operationalise key objectives at local level.
Contribute to the development of L&D/OD related policies and processes which impact across the organisation.
Support the Head of Organisational Development and Senior Organisational Development Manager to develop methodologies for evaluating outcomes from L&D/OD interventions and implement any changes required from evaluations and reflections.
Support the Senior OD Managers to implement any frameworks and associated arrangements (e.g. action learning sets) to build communities of practice.
Work in partnership with educational institutions and other partners e.g. HEIW, Academi Wales, DoOD, etc. stay updated in relation to the national and wider L&D/OD agendas, and deliver joint programmes of work where appropriate.
Ensure that all teams, departments and service areas are aware of the values and behaviour statements for the Health Board and that their plans reflect these values.
To operationalise the L&D/OD specific aspects of the People and OD Leadership and Engagement strategy, take the lead for elements of the strategy in order to translate strategy to practice
Work with the OD team, internal and external stakeholders to ensure successful adoption and achievement of all elements within the People and OD strategy.
Work alongside colleagues and where applicable, lead on the implementation of surveys such as pulse/staff engagement survey and national staff survey
To develop innovative strategies and value for money in learning methodologies which support organisational development, and identify improvements in the planning and delivery of organisational development programmes
Research & Development
Work with the OD Manager to identify opportunities for research projects relating to aspects of Learning & Development and Organisational development
Undertake culture surveys and audits on a regular basis
Finance & Resource Management
Responsible for the self-development of skills and competencies through participation in learning and development activities and to maintain up to date technical and professional knowledge and portfolio of evidence relevant to the post
Delegated programme/project management responsibility
Authorise oracle orders in relation to OD related materials to the value of £500.
The post holder will act in a way that is compliant with standing orders and standing financial instructions in the discharge of responsibilities
