The portfolio for this role comprises:

  • Leadership of Performance including Organisational approach to improving performance
  • Performance and Accountability systems and processes
  • Leadership of Commissioning Practice (hub) and Oversight (spokes) of deployment
  • Section 33 arrangements
  • Oversight - Joint Commissioning
  • Overview of 3rd sector commissioning approach
  • WHSSC
  • EASC (soon to be Joint Committee)
  • Main liaison with external providers of services
  • Leadership and coordination of internal arrangements for commissioning and contract management

As the Director of Performance and Commissioning, you will play a pivotal role in shaping the performance and strategic commissioning agenda within our organisation. Reporting directly to the Chief Executive, you will lead a dynamic team in enhancing the efficiency, quality, and outcomes of healthcare services.

Main duties of the job

Particular key responsibilities will be to:

  • Develop and implement robust performance management systems to drive accountability and continuous improvement.
  • Lead the strategic commissioning process, ensuring the effective allocation of resources to meet the healthcare needs of the community.
  • Collaborate with internal stakeholders, clinical teams, and external partners to optimise service delivery.
  • Analyse data and key performance indicators to identify trends and areas for improvement.
  • Provide strategic leadership to the performance and commissioning team, fostering a culture of innovation and excellence.

About us

Betsi Cadwaladr University Health Board (BCUHB) is the largest health organisation in Wales, with a budget of £1.87 billion and a workforce of over 19,000 staff. The Health Board providesprimary, community, mental health and acute hospital services for the population of North Wales.

BCUHB provides a full range of primary, community, mental health, acute and specialist hospital services across 3 acute hospitals, 22 communityhospitals and a network of over 90 healthcentres, clinics, community health team bases and mental health units. BCUHB alsocoordinates or provides the work of 96 GP practices andthe NHS services provided by 78 dental and orthodontic practices, 70 optometry practices and opticians and 145 pharmacies in North Wales.

  • Master's degree or equivalent training and extensive, relevant experience at senior management/leadership level in a Commissioning or Performance related area
  • Extensive expertise, knowledge and understanding of: oBusiness planning oBudget setting oCommissioning processes oPerformance and Change Management oPeople Management oQuality improvement
  • Significant knowledge of performance and assurance management systems, tools, and best practice
  • In depth understanding of the challenges facing the health service in Wales and the impact of working in a rural setting.
